TERMS OF REFERENCE (TOR) FOR LOCAL DATA PROVIDER (LDP) IN AZERBAIJAN

IFC EASTERN EUROPEAN AGRI ACCESS TO FINANCE PROJECT

A. PROJECT BACKGROUND AND OBJECTIVES

The International Finance Corporation, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty. IFC also executes a major donor-funded program of private sector advisory work in Eastern Europe, Central Asia and the Caucasus. The objectives of the program are to promote direct investment in the private sector, build local businesses and financial intermediaries, and help improve the business enabling environment.

IFC Eastern European Agri Access to Finance Project (EE Agri A2F) supports local banks to develop and/or improve lending to actors in the agribusiness value chain as part of a comprehensive agribusiness banking strategy. The ultimate goal of the Project is to improve (a) access to finance, and (b) productivity and access to markets for farmers/producers of supply chains in Eastern European countries including Azerbaijan.
EE Agri A2F created various products and approaches (tools/developments and methodologies) for agri-banking, which are successfully used in Ukraine and other countries to improve agri-lending and A2F expansion. Particularly, EE Agri A2F has developed an agri/crop and profitability matrix (CLARA) for agricultural financing and agri-leasing. CLARA will be used in Azerbaijan but some adaptation to Azerbaijan crops is required, therefore some local agri specific knowledge will be necessary i.e.:
• The company/consultant will collect and seasonally update prices for: a) agri products/crops in Azerbaijan, b) Azerbaijan agri-inputs (fertilizers, crop protection agents, seeds and fuel).

B. SCOPE OF WORK

EE Agri A2F Project supports local banks to develop and/or improve lending to actors in the Azerbaijan agribusiness value chain as part of a comprehensive agribusiness banking strategy. The company/consultant will collect and seasonally update prices for products/crops and deliver both raw and processed data to the project in an agreed format. The data collection processes will be verifiable and transparent, data sources should also be disclosed.
Phase 1 will focus on the 8 targeted crops including agri-inputs (fertilizers, chemicals, seeds and fuel) and phase 2 will add 14 potential crops/products. For this scope data will be collected from different (regional) markets. The following crops will be included:

Phase 1: winter wheat, barley, corn, potato, cucumber, tomato, apples, cotton.
Phase 2: rice, persimmons, apricot, citrus, pomegranate, cherries, melon/watermelon, hazelnuts, grapes, fodder crops, lucerne (alfalfa), milk production, meat production (beef), chicken (meat and egg production).
 
Other tasks and duties as required: the TOR may be adjusted to meet the Project‘s requirements.

C. DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM CONSULTANT

The company will work with the task manager and project staff to complete the tasks and submit the deliverables below. The dates provided are indicative and subject to change, as the exigencies of the project may require.

Deliverable 1

- Database of prices for all above-mentioned products: (crops; seeds; fertilizers; fuel and lubricants; plant protection agents) for 2014/2015 with projection for coming marketing year;

Deliverable 2 (subject to data availability)

- Database of balance sheets, profit and loss statements, and production-specific data for comparable agri-enterprises/farms for the last 3-5 years.

The Consultant shall submit the deliverables in writing in Russian language containing also the report on work completed covering above-mentioned tasks.

Delivery schedule: All deliverables will be submitted within 60 working days from the day of the appointment.

Acceptance criteria for the deliverables: the data should be presented in electronic format acceptable to IFC (Microsoft Excel, Access, or directly via the Internet).

D. SPECIFIC INPUTS TO BE PRESENTED BY THE CLIENT

IFC will provide templates in Microsoft Excel as well as instructions about them and expectations.

E. SPECIAL TERMS & CONDITIONS / SPECIFIC CRITERIA

Requirements/Qualifications for a consultant (LDP):

• Experience in data collection, management and maintenance;
• Demonstrated experience in conducting surveys and interviews as well as analysis with use of various data;
• Demonstrated ability of report writing;
• Demonstrated ability to set priorities and to work with minimum supervision in order to meet changing deadlines;
• Fluency in Azerbaijani and Russian languages; excellent writing, presentation and communications skills in these languages.
• Fluency in English is preferable, but not obligatory.
