WorleyParsons has been delivering engineering and project management services to the global hydrocarbons industry for over sixty years. Our full-scope global project services span the entire asset lifecycle from the initial conceptual phase of major Greenfield developments to ongoing asset services and brownfield modifications projects.

WorleyParsons has been awarded a five year contract for Engineering, Procurement and Construction Management services for BP-operated assets in Azerbaijan, Georgia and Turkey.

We are currently looking for an experienced HSE Advisor to join our Baku office.

Purpose:

• To work in conjunction with the site based field construction teams and provide the day to day HSE and R3 assurance processes required to ensure the management of facilities contractors and WorleyParsons direct sub-contractors.
• To identify, develop and facilitate the implementation of the field HSSE requirements as outlined in the WorleyParsons HSE and R3 framework plans across CAT B & C projects.
• To provide daily guidance and direction to the HSSE direct reports that may be assigned to them and to the Facilities Contractor HSE advisors for WP related scopes of work.

KEY Accountabilities Of Position:

• Implement the field HSE and R3 deliverables set by the AGT Project Management Team and drive the site based HSE culture to ensure outcomes relating to zero harm are achieved.
• Ensure HSE & R3 plans are in line with the BP site based requirements.
• Guide the facilities contractors through a coaching, influencing, motivating and empowering approach.
• Work closely with the site construction management and supervision teams to foster a culture of HSE ownership, leadership and Zero Harm.
• Communicate relevant and timely HSE information to the site construction stakeholders and to the AGT HSE systems advisor to facilitate expedient and accurate monthly reporting.
• Help facilitate the WP OneWay delivery in the field and champion the OneWay system and R3 process requirements within the BP AGT EPCM Services Contract at site.
• Drive the site self-verification, audit and HSSE assurance processes including security reviews and provide formal and structured reports that demonstrate compliance to the BP Control of Work processes onsite.
• Take a proactive role in supporting the Sangachal site construction teams in preparing supporting evidence and documentation for incident investigations.
• Provide formal incident investigation reports to the AGT HSSE systems advisor in line with the WorleyParsons Incident and near miss investigation and reporting standard CHP- 1279
• Input HSE data for the BP IRIS system as required
• Assist in delivering the WorleyParsons HSSE initiatives onsite and facilitate WorleyParsons construction team presence at facility contractor toolbox meetings.
• Help lead a schedule of HSSE site meetings that provides leadership and direction to the facilities contractors.
• Participate in construction led meetings, reviews and forums to ensure that HSE and R3 considerations are included in work planning.
• Stay abreast of emerging HSE & R3 issues, legislation and any BP HSSE changes that may impact the scope of works.
• Keep the AGT HSSE manager updated with relevant requirements, and assist with site based compliance.
• Lead HSE & R3 matters by example and provide leadership, feedback and assistance to others.
• Be a role model to the all site personal and take a proactive approach to continuously improving health, safety and environment performance.

ESSENTIAL SKILLS / COMPETENCIES REQUIRED:

Job Specific:
• Experience having demonstrated effective HSE experience in a similar sized business, major construction project (5000 or more contractor employees) or across multiple locations within the oil and gas industry.
• Experience in managing and controlling multiple HSE issues and contractor personnel onsite.
• Experience working on the Sangachal Terminal as a prime contractor or EPCM managing facilities contractors and interfacing with BP safety systems and personnel.
• Experience working with CAT B offshore projects
• Ability to build effective relationships, network, build teams and proactively support the business.
• Strong working knowledge of BP AGT CAT B & C midstream processes and procedures.
• Strong communication, influencing and negotiation skills.

Standard Competencies

• Understands how the HSSE plans deliver assurance to the project and to the relevant stakeholders.
• Able to provide the correct HSSE advice, make decisions and lead and manage others in changing site based conditions.
• Good people management skills such as interpersonal, coaching, mentoring and supervisory skills.
• Must be able to build, motivate, develop and manage contractor’s onsite.
• Good management skills including the ability to plan, manage time, priorities, resources, and ensure compliance to the project HSSE deliverables.
• Ability to understand WorleyParsons HSE Vision and purpose, and can translate it to site teams and facility contractors, as well as gain commitment to achieving those goals and objectives.
• Effectively manages and resolves conflict between individuals and/or groups.
• Negotiates successful outcomes that achieve the required HSSE objectives and have the support and acceptance of all parties onsite.

Experience:

Required:
• Extensive technical, practical and leadership experience in site delivery of HSSE, Including experience in inspection and audit planning to drive HSE compliance and performance.
• Experience in building strong people relationships (both internal and external), general supervisory practices and experience in coaching and guiding site teams.
• Offshore exposure and BP project related experience
• Experience in HSE systems and delivering HSE training

Guide:
• A minimum 5 years experience in either a site based HSE position or a supervisory position within the resources, construction and hydrocarbons sectors.

Qualifications, Accreditation, Training:

Required:
• A recognised qualification in the relevant discipline or equivalent, within HSE.
• RCA investigation training
• A high level of English competency, both spoken and written.

Preferred:
• Language ability in Turkish and Russian – medium fluency
• NEBOSH qualifications.
• University degree or diploma qualifications in Environmental management
• Previous experience as a BP trained Performing Authority

Environmental Capability:

• Assist in developing, communicating, implementing and regularly review systems, strategies, standards and processes (including environmental plans or health management programs) that:
i. Minimise the potential impact of work activities or work sites managed by WorleyParsons on the environment;
ii. Review the impact of work activities or work sites managed by WorleyParsons on the environment;
iii. Assist in recovery from environmental incident;
iv. Promote safe, healthy and environmentally friendly workplaces and behaviour, including workplaces not managed by WorleyParsons and behaviour when not at work;
• Assist to manage workplace illness and injury and return to work.
• Acquire and maintain sufficient knowledge and awareness of the workplace environment to identify and manage work hazards and incidents.

General

• Travel as required, including travel related to projects and to maintain links with other WorleyParsons offices and projects in Georgia and Turkey as required
• Work flexible hours including night shift as required and permitted by labor law.
• Act in the best interests of WorleyParsons at all times.
• Perform any other HSSE duties that are reasonably required from time to time.
