Duties and Accountabilities:
This will be a Financial Sector Specialist position, for a 2 year period, with a possibility to extend based on successful completion and availability of funding. The position requires profound knowledge of financial sector operations and development issues, a mix of operational and analytical skills, the demonstrated ability to effectively communicate and work in a multi-cultural environment, have sufficient experience in financial sector, demonstrate ability to work in a team and meet stringent deadlines.
The Financial Sector Specialist will be based in Baku and report to the Practice Manager and Country Manager and be managed and overseen on a daily basis by the projects’ managers based in Washington DC. The selected candidate will work closely with other staff in HQ and in the field office, as well as with senior external experts that are part of the team.
Selection Criteria:
• Master’s or advanced Degree in economics, finance, banking, public policy, international development, international relations;
• At least 5 years of relevant work experience in financial sector;
• Deep understanding of the financial sector issues (macro and micro), relationship between financial sector development and growth, financial sector development and stability agenda;
• Experience and knowledge of financial market and challenges in Azerbaijan and ECA region is an advantage;
• Strong familiarity and/or past experience with working with the Government of Azerbaijan, international donors, World Bank Group is highly preferred;
• Fluency in English and Azeri is a must. Fluency in Russian is an additional advantage;
• Absence of conflict of interest

• Client Orientation - Takes personal responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success. Ability to conduct client dialogue on a broad range of financial sector policy issues is a must
• Analysis and Writing Skills – has strong analytical skills, ability to collect and process data and proven ability to prepare analysis, has knowledge of statistical and analytical models as a plus, demonstrated ability to write reports, letters and communication memos, and writing ability to support multi-disciplinary teams.
• Operational Project Management – learns fast and demonstrates ability and knowledge of WBG operations, systems, procedures; participates in preparation of documents, review of relevant reports and documents, contributes to missions’ works, and facilitates communication with the clients on key aspects of project preparation, implementation, completion, supervision.
