The World Bank Office in Baku is seeking qualified candidates for the position of
Consultant
Title: Engineer/Technical Supervision Specialist
Objective of the Assignment:
To ensure a good technical and engineering quality of design and implementation of small scale infrastructure construction and renovation works executed under the World Bank financed project supporting internally displaced persons (IDPs), including but not limited to local roads construction, renovation of schools and kindergartens, water and power supply.
Duties and responsibilities:
- Implementation of site visits for checking conformity of actual civil works with design specifications and bills of quantity, producing reports (in Azerbaijani and English) on the findings of site visits and providing recommendations based on best practice standards for various types of works;
- Conducting analysis of technical and engineering aspects of project implementation and development of recommendations on relevant generic and specific issues to ensure continued improvement in the quality of works;
- Providing advice on maintenance of investments under the project;
- Review of feasibility reports, field studies, detailed designs, Terms of Reference, bidding documents, and other relevant documents prepared under the project,
- Periodical review and advice on technical standards used for various works under the project;
- Assisting an implementing agency to establish and maintain a schedule of works;
- Collecting and interpreting the technical data requested by the World Bank task team, as required;
- Regular participation in the missions undertaken by the World Bank task team;
- Other relevant activities, as required by the World Bank task team leader.
Successful candidates shall meet the following requirements and qualifications criteria:
- A university degree in the area of civil engineering;
- At least 10 years of construction supervision experience;
- Excellent knowledge of local design and construction standards;
- Good understanding of international engineering standards;
- English writing and speaking ability are desirable;
- Good report writing skills is an important advantage;
- Previous involvement in the consulting business is an advantage;
- Work experience with international organizations is an asset;
- Excellent ability to collaborate and communicate with others.
