A. Responsibilities
The junior advisor (field coordinator Ismayilli) provides support for
the team leader, international and national experts for whom the junior advisor (field coordinator Ismayilli) performs technical tasks;
coordinating project activities at the level of Ismayilli district;
carrying out specific research tasks which are required for planning and the implementation of projects activities;
carrying out specific tasks in connection with knowledge management for the project/programme related to pilot activities in Ismayilli;
the team leader, international and national experts in carrying out project activities at Ismayilli district level.
The junior advisor (field coordinator) performs the following tasks:
B. Tasks
1. Coordination and monitoring
The junior advisor (field coordinator Ismayilli)
connects project with public administration of Ismayilli district;
coordinates the project activities with personnel of the Ismayilli district administration, and other relevant stakeholders in Ismayilli
cooperates with local NGOs, associations, private sector, as well as state agencies in Ismayilli district;
in coordination with international and national experts, supports at district level the activities dealing with the designing and pilot testing of approaches for integrated management of biodiversity and ecosystem services. This includes among other issues the testing of sustainable pasture management and erosion control measures (incl. afforestation, bioengineering, fencing, reseeding), the development of value chains for local products that support safeguarding biodiversity and ecosystem services (e.g. local traditional varieties, wild collection products), the development of nature friendly “Eco-tourism” and intersectoral landuse mapping and planning.
puts together an overview of programme activities, deadlines etc. and presents this regularly to international and national experts and if required at team meetings;
supports programme monitoring and updates information on project progress, documents and reports regularly on the status of results;
assists with recording and documenting the results of all activities and data collection;
draws up media analyses, participates in fora and public hearings on issues directly connected with the programme in Ismayilli;
assists with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects in Ismayilli;
orders and distributes PR materials on the programme as well as GIZ PR materials in Ismayilli;
assists PR work for the programme;
assists short-term experts assigned to projects/programmes in completing their tasks in Ismayilli.
2. Research
The junior advisor (field coordinator Ismayilli)
in consultation with the team leader or the technical advisor, prepares and carries out qualitative and quantitative research projects (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data) in Ismayilli.
3. Knowledge management
The junior advisor (field coordinator Ismayilli)
assists in drawing up reports and translations;
supports the project database/monitoring;
assists in communicating, updating and collecting information required for planning and implementation of project activities at the level of Ismayilli district;
organises and updates programme documentation, the filing systems and the programme library in the Ismayilli programme office.
4. Implementation of project activities
The junior advisor (field coordinator Ismayilli)
supports the development of training materials;
support the arrangements to carry out basic trainings in different aspects of integrated biodiversity management of and ecosystem services for the personnel of Ismayilli district administration and other local stakeholders;
supports the development of integrated management schemes for the sustainable use of biodiversity and ecosystem services in Ismayilli district;
moderates meetings, workshops, round tables, public hearings, etc. in Ismayilli district in connection with the implementation of the programme.
5. General obligations
The junior advisor (field coordinator Ismayilli)
is familiar with GIZ planning, implementation, monitoring and reporting procedures and their changes;
is familiar with other programme components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff;
represents the interest of the GIZ-assisted measure and always acts on its behalf;
carries out important tasks for the programme, even if these are not explicitly cited in the job description.
6. Other duties/additional tasks
The junior advisor (field coordinator Ismayilli)
assists international and national experts during their visit of Ismayilli district, if necessary also as translator;
performs other duties and tasks at the request of management.
C. Required qualifications, competences and experience
Qualifications
University degree in forestry, agriculture, biology, environment protection, natural resources management, sociology, public administration or other area that is related to the project/programme objectives.
Professional experience
At least 3 years working experience in one of the following spheres:, natural resources management, environmental law enforcement, or public administration;
working experience at Ismayilli district level of the governmental structures dealing the above-listed profession is of advantage.
Other knowledge, additional competences
Good knowledge of Ismayilli region in general experience and ability to work in multinational, multi-ethnical and multi-religious environment;
relevant physical conditions to work in the field;
good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or other database programme);
knowledge of GIS related software and ability to work with GPS advices is of advantage;
native Azerbaijani language skills; good knowledge of English and Russian language;
car driving license;
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
