Site Lifting Coordinator

THE KEY ROLE

• To lead by example & demonstrate the standards and behaviours we expect of others.
• To conduct our business in a fair & professional manner in full compliance with all relevant legislation.
• Focal point for the co-ordination of all lifting and rigging serices offered to the client company such as but not limited to: LOLER , Development of lifting plans throughout the terminal.
• Liasing with all terminal departments inculding electrical , mechanical operations etc.
• Primary role of the Site Lifting Coordinator is to provide continuous review of lifting practices to ensure compliance with this SSOW.

R&R

• The Site Lifting Coordinator has a coordination role, and is responsible for ensuring that a regime is established and maintained on the site such that lifting operations are carried out safely.  This will require:
• The authorization of all lifting plans and risk assessments for all categories of lifts, supported by the Lifting Technical Authority and Mechanical Handling Contractor's (MHC) technical support engineer as appropriate . This includes ensuring that it is clear who is in charge of specific lifting operation.
• Ensuring that all personnel involved with any lifting operations on the site have proper training and are assessed as competent to SSOW standards and that a register and documentation of such personnel is maintained on the installation I site.  This includes resident site personnel and any ad hoc personnel.  The person must also have an in depth knowledge of the relevant legislation, regulations, standards, company procedures, health and safety aspects, and industry best practice.
• Maintain the register of crane operators and cherry picker operators authorized toperform lifting operations and file authorization letter as per the template in Appendix J.
• Manage  and  control  the  rigging  and  lifting  loft  inventory
• Maintain the register of generic and specific site lifting plans and risk assessments
• Have the responsibility for all site lifting activities
• Authorize  lifting plans and risk assessments for all lifts
• It is essential to ensure that a competent person visits and inspects the work site at defined intervals to verify that the conditions detailed in the permit have not been compromised and that the work is getting carried out in a safe manner.
1. Have an understanding of the Company Safety Policy and the responsibilities of each grade of personnel. Ensure that the policy is brought to the attention of all employees under your control and ensure that work is carried out in accordance with its requirements.
2. Ensure that all employees directly under your charge are aware of their responsibilities with regard to the Company Safety Policy and their obligations for safe working.
3. Have a knowledge of regulations, standards, codes of practice and company procedures applicable to work which you control and ensure that they are complied with.
4. Discuss working methods with Appropriate Managers and Charge hands etc. and where necessary consult the Company Technical/Safety personnel to determine adequate safe systems of work.
5. Ensure that suitable and sufficient risk assessments are carried out and recorded and that relevant information is given to appropriate personnel by recorded talk, before the commencement of all work. Also ensure that work is suspended and reassessed if further hazards are noted or if conditions change during the course of the job.
6. Ensure that no employees are exposed to any hazardous substances or environments without suitable and sufficient controls/protection being in place. Where these exist but are beyond the Company's control, before allowing work to proceed, obtain documented evidence to ensure that the Client or the controller of the premises has carried out all necessary precautions.
7. Ensure that all work is carried out in a safe and proper manner and in compliance with relevant risk assessments, method statements, permits to work and any specific site safety requirements.
8. Ensure that you and persons under your charge, receive and use appropriate personal protective equipment and other safety equipment and ensure that it is used.
9. Ensure that all tools, plant and equipment, whether hired or purchased, are safe and suitable for the work. Arrange for regular servicing and maintenance in accordance with Company procedures and where applicable statutory requirements.
10. Ensure that no defective tools, plant or equipment are used and that all defects are rectified promptly. Also ensure that no tools plant or equipment are modified in anyway, except when carried out in an approved and controlled manner.
11. Ensure that all lifting appliances, lifting gear and other equipment has undergone statutory tests and examinations and that all mandatory documentation is in order before use.
12. Ensure that electricity supplies are installed, modified and maintained in a safe and proper manner.
13. Ensure that adequate welfare and first aid facilities are provided and maintained. (Where these facilities have been provided by others, ensure that they are suitable and sufficient).
14. Ensure that fire protection measures are provided and maintained and that all employees are made aware of the emergency procedures to be followed in the event of a fire. (Where these facilities have been provided by others, ensure that they are suitable and sufficient).
15. Arrange delivery and stacking of materials and supplies so as to avoid double handling. Ensure that all materials are stacked in a neat and safe manner and where necessary provide for the protection of weather or temperature sensitive materials. Also ensure that only materials which are fully serviceable are issued for use.
16. Maintain good housekeeping at all times and ensure that floors, doorways, corridors, etc. are kept clear and free from obstructions or trip hazards.
17. Ensure that Accident Record Books and accident notification forms are available and maintained on site. Ensure that all accidents involving Company Personnel and third parties which occur as a result of Company operations are immediately reported to your Unit Manager in accordance with Company procedures.
18. Ensure that all unsafe acts or unsafe conditions (near misses) reported by Operatives or Supervision are recorded via the safety Observation system and appropriately actioned in an attempt to prevent future incidents.
19. Identify any requirements for the training of staff and operatives under your charge and in consultation with the relevant Unit Manager, ensure that training is given when and where required. This includes induction training for new employees (or when transferring from another site). It also includes both Cape and BP  Ltd "Toolbox Talks" which should be held on all sites and premises on a regular basis. Ensure that records of all training and inductions are kept in accordance with Company procedures via the training coordinator.
20. Ensure that no employees are allowed to conduct any task or use any equipment until they have received adequate training, information, instruction and supervision to enable them to do it safely.
21. Ensure that competency assessments are carried out for all employees under your control, in line with Company procedures, and that they are competent to safely carry out their duties.
22. Set a good personal example at all times in all respects including timekeeping, wearing of PPE and adherence to BP Ltd & company procedures.
23. Ensure that all necessary working times are adhered to and accurately recorded for those working under your control.
24. Ensure that no workface is opened without a full Stakeholders meeting having taken place and the client requirements recorded on an appropriate document along with the key decisions made and those who attended the stakeholders meeting.
25. Ensure that the national employees involved in rigging and lifting duties areprovided with support and guidance to complete their competence assessment portfolios to gain he required levels of training also act as assessor and expert wtnes whenever required
26. Complete all necessary workplace audits as required.
27. Ensure that all company vehicles are utilised in a safe and responsible manner and that all necessary checks are conducted for those vehicles under your control.
28. Attempt to rectify all errant behaviours in those under your control and report persistent offenders to line management.
29. Comply with company requirements for flexibility of workface location on site.
30. Do not allow work to proceed without all necessary documentation/permits/certification being present within the work pack for the job.
31. Ensure that your time directly supervising those under your control is maximised and in line with documented requirements and. Indicate any, and all, conflicts/problems that this may cause to Line management.
32. Adopt a questionning attitude in the workplace and be prepared to challenge client requests if you are not in a position to comply with them without comprimising your performance in other key areas.
33. Never allow work to commence without all necessary EH&S and commercial requirements & documentation being in place.
34. Ensure that all work is adequately planned to allow the work to progress in a safe and efficient manner.
35. Ensure that all necessary documentation is completed timeously to allow all wages and commercial activity to be completed.

REQUIREMENTS

• Minimum 2 years  experience in Site Lifting Coordinator position

Should have qualification below:

• Accredited to (Rigger Level 2 EAL or Level 3 ECITB I CITS) plus LOLER Appointed Person Or Accredited NVQ Level 3,

Or equivalent

• Language skills: (for Azerbaijan citizens)
• To be able to read, write and speak (fluently) in Azerbaijani and English.
