Dear Ladies and Gentlemen,
GIZ-Baku Office would like to announce a tender on Training on legal and financial obligations of Limited Liability Companies for five IDP communities residing in Goygol, Imishli and Barda regions.
Should you be interested in implementing the tasks according to the TOR - task description (Annex 1), we request you to submit us your bids latest by 4th of December 2015.
Bids are be submitted using the two-envelope procedure; i.e. bids must be submitted in two separate stamped and sealed envelopes by post in letter form to the following address: 22, Nizami str. 5th floor, AZ1001 Baku.
The first envelope should include the technical bid, which has to include detailed information and references on your experiences in the past, a brief description how you would approach the tasks as described in the TOR (Annex 1), the latest CVs, contact details of reference persons/companies for previous similar projects and an implementation plan of the work.
The second envelope should include the financial bid in AZN. Please, consider that GIZ is VAT free.
Each envelope should be clearly marked (“financial offer”, “technical offer”).
Detailed instructions what information your bid should contain and how it should be presented are given in the attached TOR (Annex 1).
Please note that there should not be any financial information mentioned in the technical bid.
You can email your further questions regarding technical and implementation procedures latest by 2nd of December to Sabina Hajiyeva – [email protected] . The bids not complying with these rules will not be considered by us. Unfortunately, any questions submitted after 02.12.2015 will not be answered.
The bids received will be evaluated by the GIZ office Baku (see the Annex 2: Evaluation scheme of technical assessment of bids).
Only financial bids of companies fulfilling the technical requirements will be opened and evaluated. The evaluation rate is 70% for technical and 30% for the financial bid.
Based on the evaluation results, a short list of candidates will be prepared. Contractual negotiations are generally commenced with the first bidder on the list. Should these negotiations not be successful, the second bidder on the list shall be invited to commence negotiations.
Work is scheduled to start from 10th of December 2015.
Deadline for providing of services is the 23rd of December 2015.
