Job Title: Marine Asset Protection and Surveillance Operator (MAPSO)

Key Accountabilities

The MAPSO is responsible for maintaining marine surveillance throughout the operational area in order to enhance the marine safety of vessels and offshore assets.

Key Responsibilities:

• Operation and control of MAPS equipment.
• Monitoring and coordination marine traffic to reduce collision risk to platforms from passing and attendant vessels.
• Monitoring and coordination of marine traffic to reduce risk of anchor dragging across offshore subsea infrastructure from marine vessels.
• Coordination of logistics operations and marine SIMOPS for maximum safety and efficiency.
• Communications with  fleet including promulgation of navigational information and advice.
• First point of contact for navigational and marine technical advice to offshore personnel, including guidance on DP and cargo operations.
• Provision of marine expertise during emergency situations including operation of Search and Rescue Information System (SARIS) and IR oil spill detection camera system (MAR).

General Duties:

• Performs the role of duty watch keeper of the MAPS system
• Provides a continuous watch on MAPS displays and equipment.
• Responds to any system or traffic / navigational alarms which arise.
• Monitors the operational area and identifies any potential threats to company assets and infrastructure.
• Communicates with vessels to take action as required to mitigate the marine traffic risk to company assets.
• Monitors vessel traffic and ensures restricted zones around company assets are not breached by unauthorised vessels.
• Performs all watch related duties as stated in operational procedures and associated MAPS equipment manuals.
• Keeps all logs and documentation (including electronic records) accurately and comprehensively completed at all times.
• Provides expert advice to company and external stakeholders on operational marine and surveillance related matters.
• Works in close cooperation with chartered marine vessels.
• Undertakes all training and learning programs to ensure proficiency in MAPS and marine operations.
• Does not distribute confidential MAPS or company information without prior authorisation of MAPSS.
• Immediately contacts MAPPS as defined in operational procedures, or at any time when additional advice or support is needed.

Offshore Assets (Platforms and Rigs) Protection:

• Takes immediate action to respond to any hazard alarms for asset restricted zones on the MAPS system.
• Monitors the movement of vessel traffic and directly contacts unauthorised or non-conforming vessels with them aim of preventing entry to restricted zones around company assets and infrastructure.
• If required contacts ERRV, and / or other vessels as required to divert non-conforming vessels away from restricted areas.
• At all times keeps offshore control rooms informed on the status of any potential marine threat or hazard until the hazard has passed.
• Keeps MAPSS and external agencies informed of any non-conforming vessels.

Pipelines / Cables Protection:

• Takes immediate action to respond to any hazard alarms for pipeline restricted zones on the MAPS system.
• Monitors the pipeline routes for potential vessels threats which may pose an anchor drag / fishing risk to company pipelines and cable routes. 
• Ensures any vessels which may pose a threat to pipelines are contacted and informed not to anchor, fish or perform subsea operations within the restricted zone.
• If required contacts pipeline guard vessel (PGV) and / or other vessels to intercept or take other actions as required to protect the pipelines.

Marine Duties:

• Advises vessels of any navigational warnings or hazards applicable to their route.
• Monitors MAPS alarms for non-conforming vessels and takes immediate action to reduce potential marine risks.
• Provides navigational advice to vessels upon request.
• Act as first point of contact with installations for all marine matters
• Communicates with platform and vessel Masters as required to ensure safe operations.
• Approve vessel to reinstate the job after non-conformances or malfunctions.
• Supports on decision making during marginal weather condition, participates on Risk Assessment if needed.
• Verifies safety and efficiency of operations inside 500 meter zone
• Monitors marine operations inside 500 meter zone of the platform
• “Stops the job” in case of any potential safety issues.
• Monitors vessel entry process to 500m zone to ensure vessels comply with entry requirements i.e. weather side operations, SIMOPS etc.
• Monitors all rig move and towing operation operations with regards to risk of collision with platform or subsea assets
• Plots on MAPS the proposed towing passage plan and verifies adherence
• Responsible for updating of BP marine manuals and process as directed by MAPSS.

MAPS System Related Duties:

• Continuously monitors and adjusts as required system functions and controls to ensure optimum system performance in all conditions.
• Continuously monitors system alarms and initiates appropriate corrective actions where faults exist.
• Immediately informs technical owner of MAPS system in case of system alarms or faults.

Logistics Duties:

• Reports to MAPSS on the status of vessels in the operational area.
• Operates MAPS logistics management software modules.
• Operates Logistics operations, tracking & utilisation system (LOTUS) as required to ensure no cargo delivery conflicts.
• Stands in for Cargo support operator where required. 
• Performs cross training to ensure proficiency in Logistics Control Room (Logco) operations.

Emergency Duties:

• Assists incident management team (IMT), offshore installations and vessels with marine surveillance information and advice during emergencies, training exercises and drills.
• Operate Search and Rescue information system (SARIS) system to provide appropriate search and rescue information to rescue units.
• Operates Major Accident Risk Reduction System (MAR) system.
• Observe and advises IMT on weather situation.

Essential Qualifications

The job holder must qualified as chief officer under STCW Reg I/2, II/1, II/3 with verified operational watch keeping experience as a deck officer on merchant vessels. Holds Unlimited DP Certificate issued by Nautical institute. Candidate must have Azerbaijan citizenship

Essential Knowledge

• Fluency in English and Azerbaijani languages
• Operational watch keeping experience on marine vessels
• Experience in DP operations
• Operational experience of Radar and GMDSS / radio communication systems.

Desirable Knowledge

• Fluency in Russian Language
• Detailed and up to date awareness of current Marine legislation
• Capability as a team player; ability to work with logistics and marine professionals from different nationalities and backgrounds
• Demonstrates a strong personal commitment to safety
• Microsoft Systems – Word, Excel, Outlook, PowerPoint
• Strong planning/scheduling and organizational ability to handle multiple tasks
• Operational watch keeping experience in the Caspian region
• Familiarity with Offshore and Marine Emergency and Crisis management  techniques including search and rescue operations and IAMSAR manual.
