HSE Representative (2 Months)

Work experience in Offshore Construction Vessel is a MUST.

Requirements:

Higher education
3 years of experience in a similar position offshore within Oil and gas industry
English (fluent), Azerbaijani (fluent)    

Responsibilities:

 HSE Officer reports to HSE Coordinator and is the person assigned to ensure that all activities at site are carried out in a safe manner and in accordance with the approved HSE procedures, plans and practices;
 Advise the Site Manager of any HSE concerns and non–conformance with procedures, plans, etc.;
 Attend Toolbox Talks (TBT), Time Out For Safety (TOFS), Safety Stand Downs (SSD), etc. and advise on safety practices, safe use of equipment and use of Personal Protective Equipment (PPE);
 Promote HSE awareness amongst site personnel and assist with training activities, as necessary;
 Monitor the application of Safe Systems Of Work (SSOW) and of the Permit To Work (PTW) system;
 Participate in regular HSE / progress meetings at site and ensure that agreed actions are duly and timely implemented;
 Ensure that suitable and sufficient Risk Assessments have been carried out for the jobs to be performed and that the workforce is aware of the contents;
 Ensure HSE Inductions, HSE Procedures & Plans, applicable technical standards are known to site personnel and are well understood;
 Monitor Subcontractors’ HSE performance;
 Inform HSE Coordinator of needs for improvements in procedures, training, instruction, information materials and/or equipment, etc.;
 Fill in logbooks, as per HSE procedures (e.g. PTW logbook, Energy Isolation logbook, Safety Harness logbook, Ladders logbook, etc.);
 Participate in audits as required, including behavioural-based safety audits (e.g. SOC process);
 Carry out regular (e.g. daily / weekly / monthly / etc.) inspections (SOs, GIRs), alone or in conjunction with site management representatives, in order to measure the degree of compliance with legislation, regulations, procedures and instructions;
 Ensuring site HSE equipment (fire extinguishers, first aid kits, safety harnesses, fall arrestors, confined space rescue equipment, gas testers, loudhailers, spill response kits, ladders, etc.) is available, duly certified, operational, properly stored and regularly checked (all checks should be correctly documented);
 Ensure Site Security arrangements are in place (including proper control of personnel at site), correctly applied by Security Agents and adhered to by all site personnel;
 Assist in getting outstanding actions with personnel at site to be completed, including Health, Medical, Environmental, Waste and Security issues;
 Liaise with HSE Coordinator with regard to Health, Safety, Environmental & Security issues;
 Participate in the application of Emergency and Contingency Plans, including drills and exercises, if required;
 Liaising with Site Doctor / Project Medical Coordinator, whenever necessary (as part of his Roles & Responsibilities during a Med Evac situation);
 Fully adhere, at all times and irrespective of the work place, to Company Health, Safety, Environmental and Quality (HSEQ) policies, procedures and requirements;
 Perform other related duties as assigned by Superior within his/her technical capabilities.
