Procurement Manager

RESPONSIBILITIES:

• Pro-actively work with departmental budget holders, event managers & event planners to rapidly identify major procurement opportunities & deliver a series of quick wins that will enhance profitability;
• Develop, agree with Holding company, harmonize & maintain appropriate formalized purchasing policies, compliance & procedures across the Portfolio;
• Develop a suitable contract database & protocol for ongoing supplier management including the ongoing creation, rationalization & management of “preferred suppliers”, along with a clear contractor overview-highlighting key contracted information. (e.g. contract sum, length of term, annual increases, break-clauses etc.);
• Effectively engage with departmental budget holders, event managers & event planners about the value of robust procurement & ensures adequate internal training & processes are understood & best practices adhered to;
• Develop & roll out training so that greater control is exerted in negotiations with all suppliers (recognizing that event planners & managers will have responsibility for a significant volume of cost lines);
• Work with the Portfolio companies & negotiate contractual arrangements with suppliers to ensure that value for money & excellent service levels are maintained & optimized across all categories of expenditures;
• Undertake an initial review of the existing purchase ordering process & then implement continuous improvements where necessary to ensure that costs are monitored, reviewed & controlled within budgetary constraints & in line with company finance procedures;
• Lead supplier negotiations, recommend supplier selection & implements contracts designed to encourage continual improvement.
• Work in partnership with operational budget holders & develops centralized Portfolio Procurement Plan based on Companies’ operational budgets procurement items;
• Develop & change the procurement culture across all levels of the business;
• Provide accurate forecasting data highlighting key variance analysis between actual & budget spend (by both supplier & cost category);
• Assist finance & budget holders with the annual budget process ensuring accurate procurement costs are scrutinizes & budgeted accordingly;
• Actively monitor the external business environment & is fully aware of changes in the inflationary & purchasing environment;
• Do all paperwork to finalize contract or deal;

REQUIREMENTS:

• 3-5 years of procurement experience in the private sector;
• A bachelors or Master’s degree in Management, Accounting or Economics received in the last two years or in progress;
• Strong Microsoft office skills & ERP literacy;
• Superior communication, interpersonal & presentation skills;
• Competency in Procurement/Purchasing software applications & systems preferred
• Demonstrate persuasion & influence skills, building collaborative professional relationships with stakeholders;
• Ability to independently evaluate complex issues & use judgment to sort through diverse opinions to achieve consensus;
• Fluent Azeri, Russian & English.
