Centralized Procurement/ Infrastructure (Technical) Sourcing specialist

Required Skills and Experience:

• Masters or Bachelor’s degree in Engineering/Economics
• 3-5 years of experience in IT/Telecom industry, preferably in Technical or Procurement departments
• Fluency in Azerbaijani, Russian and English
• Industry & Market Awareness including New Technologies (Core Network, Access Network, Transport Network, VAS Network, IT Network, I&C Services, Support Services)
• Spend & Demand Analysis (Budgeting)
• Vendor Relationship Management
• Vendor Selection & Evaluation, Tenders (RFx’s) at Local / Regional / Global levels

• Telecoms Technology Knowledge & ICT Trends
• Project Management, Procurement Sourcing methods
• Contract Negotiations & Risk Management
• Prompt Decision Making, Clear and Consistent Actions
• Highest Work Ethic & Compliance to Company Rules
• Working with Remote and Multi-Cultural Teams

Key responsibilities:

• Issue local tenders (RFx’s) and tender reports
• Support agreed vendor selection & evaluation criteria
• Support budget & demand plans and support alignment among business units at the company level
• Support Commercial negotiation strategies for local categories
• Support Contract negotiations for local contracts
• Communicate with vendors for specified local category
• Analyze, validate and report achieved Procurement performance results (e.g. savings) against targets
