GIZ Local Governance Programme South Caucasus, paid internship start 1st of September (duration 3 month) in Baku

1) Background

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) the GIZ programme “Local Governance South Caucasus” seeks to strengthen local self government and promote local democracy and development in the South Caucasus. On the supra-national level the objective is to promote mutual learning an exchange of experience of stakeholders relevant for municipal development. Within each country the programme is following a multi-level approach:

• On national level the objective is to improve the regulatory and institutional framework conditions for municipal development.
• On regional level the objective is to improve the cooperation and coordination between central government, regional administration and  municipalities
• On municipal level the objective is to improve good local governance in pilot municipalities in order to create good practices which can then be used for policy advice on national level and county wide dissemination (scaling up)

In Azerbaijan the programme has an office in Baku and in Sumgait and is focusing on three topics:

• Introduction of good local financial governance mechanisms and strategic planning in pilot municipalities;
• Introduction  of Citizen Service Offices (One-Stop-Shops) in municipality of Sumgait;
• Support the use of digital property cadastre data in Sumgait municipality and city administration;

Main Responsibilities:

2) Main tasks and responsibilities

Supporting programme activities

• Take active part and contribute to the development of activities in the field of good local financial governance/strategic planning/summer school as well as the implementation of the  Mentoring Programme DAYAQ for female local politicians;
• Make necessary researches and presentation materials for programme and partner events;
• Pay visits to project operation areas for taking interviews and conducting surveys and collecting human stories; (if needed)
• Prepare and contribute to seminars, and other events on subjects that are related to the programme field of activities.

Supporting administrative processes

• Translation of letters, reports and other project related materials;
• Support event organization and management issues (preparing offers for programme requirements etc.);
• Support organization of Conference , trainings and similar workshops;
• Support preparation of business trips and delegation visits (i.e. visa and ticket procurement)
• Overall administrative support due to Programme activities;

3) Required  Qualifications and Competencies

Formal Education and Experiences

• Master'’s Degree (or Masters Degree in Process) in Public Administration, Political Science, International relations;
• Strong interest in governance, gender, democratization, decentralization, local and regional governance and overall development issues;
• Traineeships or study visits abroad would be an asset.

Further Qualifications

• Good command of MS-Office;
• Excellent Azerbaijan language level;
• Good command of English and/or German (Russian language skill is an asset);
• Solution oriented and creative working attitude;
• Interest in  process oriented working and capacity development;
• Flexibility to travel in the pilot regions;

The Person should be team worker, active, well-organized and responsible.
