Job Description
Technical
• Responsible for developing, promoting and monitoring the company HSEQ culture
• Manage the provision of coaching, training and auditing requirements for the promotion of the company HSEQ strategy
• Responsible for managing quality, environmental and health and safety systems in compliance with company and relevant international standards.
• Responsible of establishing and further completion control of established HSEQ & SP scopes described processes in AGT region.
• Establish induction processes to ensure that, contractors, suppliers, consultants and visitors to the operated facilities comply with relevant legislation and safety policies
• Drive leadership in the application of HSEQ & SP systems and ensure its implementation
• Responsible for Development and monitoring of effective business unit HSE & SP & Quality management strategies and make recommendations on the implementation of these strategies.
• Managing, advising and coaching personnel in the compilation and application of relevant CLIENT SSOW and COMPANY AIMs and Safety Culture implementation related systems
• Steward the development and analysis of statistical data, identify trends, provide analysis and solutions to mitigate risk
• Contract focal point for PPE provision and PPE quality controls
• Perform and/or assist in accident/incident & complains investigations and the compilation of reports; record and monitor relevant corrective actions to close out.
• Organize, perform and practice tabletop and simulated exercises in accordance with the company Emergency Response Plans
• Steward the compilation of relevant areas KPI's and HSEQ & SP reports
• Manage HSEQ & SP records, Incident statistics, reports, etc. and ensure they are maintained in accordance with CLIENT & COMPANY Group requirements
• Ensure that all documentation associated with HSEQ & SP is prepared, completed and distributed properly for:
o Health, medical and illness work site issues
o Safety compliance and related issues
o Environmental and waste management issues
o Quality control and management issues
o Social Performance issues
• Support the completion internal & supplier audits as required by Company HSEQ & SP Management programme
• Conduct workplace HSEQ & SP audits and ensure that any remedial recommendations are implemented.
• Undertake safety inspections in conjunction with appointed safety representatives and facility personnel
• Manage and maintain the business unit MSDS & COSHH database, ensuring MSDSes & COSHH assessments ( where applicable) are available for areas stored hazardous materials and that effective Risk Assessments are in place to manage the handling and use of such substances
• Manage the compliance to waste management procedures
• Be the catalyst for activity and commitment to environmental management
• Assist the business unit in performing more efficiently and therefore more competitively, which in turn promotes environmental and social improvements.
• Maintain awareness of the potential significant environmental and social aspects and impacts of the operation.
• Constantly look for and act in ways that reduce the health and safety risks, and the environmental, social, and security impact of your job and initiate improvements.
• Maintain Base & COMPANY Regional HSEQ Administration processes as required
• Supervise relevant area HSEQ & SP advisors team.
• Provide input safety related technical support to the facility maintenance teams on projects and building modifications that have environmental impacts and aspects.
• Support COMPANY projects in any other than AGT areas, as required.
• Assist Management team in other tasks as required.
People
• Direct and supervise the business unit HSEQ Leads and Advisors in ensuring effective HSEQ management of operated facilities
• Implementing an agreed development plan for national staff, coaching and training them, monitoring and reporting on progress against defined targets and milestones
• Promote and adhere to ethical behaviour as per COMPANY policies
Compliance
• Ensure the compliance to COMPANY Health, Safety, Environment and Quality Policies Keep business unit personnel abreast of changes in HSEQ Legislation and Codes of Practice and ensure that all statutory requirements are being upheld throughout the business unit, reduce risk of non-compliance.
• Ensure work is conducted within all applicable Legislative, COMPANY Safety Management System and Client safe system of work.
• Ensure the compliance to COMPANY Group ESG standards.
Customers
• Liaise as necessary with other organizations, contractors, suppliers and relevant authorities, and provide assistance and cooperation concerning HSEQ & SP audits and remedial actions
• Provide independent professional advice and technical information where appropriate to the management team
• Communicate and maintain good working relationship with customers, clients and other parties:
o COMPANY Business Unit
o COMPANY HSEQ Global
o CLIENT HSE & SQM
o CLIENT PSCM
o CLIENT Logistics
o Other parties, as necessary
Person Requirements
• Ability to communicate and maintain good working relationship with Client and business unit personnel
• Ability to coordinate and supervise the HSEQ team and business unit personnel where applicable
• Be a team member
• Self starter who has a continuous improvement mindset
• Ability to drive change and be innovative
• Ability to identify priorities, co-ordinate manpower resources, equipment and provide assurance on the best HSEQ & SP performance of operations activities
Essential Skills
• Established experience with logistics and material management operations
• A minimum of 5 progressive years of experience in the role of HSEQ Manager/ Supervisor
• NEBOSH General certificate
• ISO 9001: 2008 lead auditor qualification
• ISO 14001:2004 & OHSAS 18001:2007 Lead auditor qualification
• Experience and training in HSEQ related activities
• Ability to accurate handling of paperwork and documentation
• Good command of English, Azeri and Russian
• Established computer skills
• Leadership and mentorship skills.
• Thorough understanding of HSEQ legislative requirements & behaviour
• Through understanding of Social Performance standards
Desired Skills
• Knowledge of British Petroleum’s (CLIENT) Safe System’s of Work (SSOW).
• Experience in development of policies and procedures
• Degree qualified
• Recognized professional bodies memberships or qualifications
• NEBOSH Diploma qualification would be an advantage
• Good communication and presentation skills
