The Human Resource Officer provides advice and assistance to supervisors and staff. This may include information on training needs and opportunities, job descriptions, performance reviews and personnel policies.
The position coordinates the staff recruitment process .The Human Resource Officer provides advice and support to supervisors in staff selection process and ensures that employers have accurate and timely information about the candidates in order to make effective decisions.

Responsibilities

• Coordinate staff recruitment and selection process in order to ensure a timely organized and comprehensive procedure is used to hire staff.
• Prepare notices and advertisements for vacant staff positions.
• Schedule and organize interviews
• Conduct reference checks on possible candidates
• Prepare, develop and implement procedures and policies on staff recruitment
• Inform unsuccessful applicants
• Provide advice and assistance when conducting staff performance evaluations
• Identify training and development opportunities
• Organize staff and representatives’ training sessions, workshops and activities
• Provide staff orientations
• Access funding for training and write proposals
• Monitor staff performance and activities.
• Monitor and investigate causes for staff absences.
• Provide advice and recommendations on disciplinary actions.
• Monitor scheduled absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of services.
• Conduct exit interviews
• Develop and implement a human resources plan and personnel management policies and procedures
• Promote workplace safety.
• Provide advice and assistance to management on pay and benefits systems
• Research and monitor human resource systems in other organizations
• Monitor and implement new rules and regulations related to HR.

Qualifications

• Bachelor’s or master’s degree is preferred
• Business awareness and management skills;
• Organisational skills and the ability to understand detailed information;
• Interpersonal skills to form effective working relationships with people at all levels;
• A proven track record of 'making a difference';
• Ability to analyse, interpret and explain employment law;
• Integrity and approachability, as managers and staff must feel able to discuss sensitive and confidential issues;
• Curiosity and a willingness to challenge organisational culture where necessary;
• Ability to compile and interpret statistical data and communicate it in a professional and understandable manner;
• Influencing and negotiating skills to implement personnel policies;
• Potential to handle a leadership role and Strong people management
• Good command of Azerbaijani, Russian and English languages
