A. Programme Description

The programme “Sustainable Management of Biodiversity, South Caucasus” is a German/Azerbaijanian technical cooperation programme implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Government.
The biological and agricultural variety of our habitats is a vital basis of life and livelihood for all. That is why we conserve and protect it. The Southern Caucasus is one of only two regions located in Europe of internationally acknowledged exceptional biodiversity. However, over-use of the forests, over-grazing of pasture land and poaching jeopardise the richness of the biodiversity, and impair the bases of subsistence and income of the rural population in South Caucasus.
With this regional programme we are contributing to reforming selected legal frameworks, to strengthening the capacities of the Ministries of the Environment, to human resources development within and outside the Ministries of the Environment, and to communicating matters of importance concerning the environment. On a local level, we create conditions and structures for sustainable management of the biodiversity in commercial forests and in protected areas.
The programme’s second phase (Oct 2011 – Sep 2015) will comprise 4 different components:
Component 1:   Support of the revision of the National Biodiversity Strategy and Action Plan (NBSAP)
Component 2:   Sustainable Forest Management
Component 3:   Sustainable Farming and Wild Collection
Component 4:   Regional Exchange on Conserving Biodiversity

B. Responsibilities

The position holder is responsible for:
1. Planning and implementing strategies and activities for selected results under Component 2 and Component 3. The results will be detailed upon the current needs of the programme as well as the expertise and interest of the position holder.
2.  The position holder will closely cooperate with another expert for Natural Resource Management of the Programme and back up the Biodiversity Expert under Component 1
3. The position holder will actively contribute to selected technical working groups of the overall programme for example “Remote Sensing Based Forest Monitoring”, “Forest Management” and “Pasture Management”.

C. Tasks

In this context, the position holder fulfils the following tasks:

1. Core scope of tasks

The position holder will:

 Plan and implement strategies, activities and events
 Collect and analyse information
 Prepare publications
 Develop and cultivate cooperation relations with other organizations, private sector and government bodies
 Assist in programme monitoring
 Coordinate with the other team members
 Contribute to PR work of the Programme
 Support the Programme in all organizational and management matters
 Participate in the knowledge management and exchange of experience with staff of the Programme locations in South Caucasus
 Participate in trainings

2. Other duties/additional tasks

The position holder will:

 Back up the Programme’s Biodiversity Expert on all matters under Component 1.
 Actively contribute to the working groups of the overall programme

D. Required qualifications, competences and experience

Qualifications

 University degree and preferably additional training in a relevant subject (agriculture, forestry, biology, geography)

Professional experience

 Preferably more than five years of professional experience in the sector
 Preferably experience of living and working abroad
 Preferably experience with working in or cooperating with international cooperation agencies

Other knowledge, additional competences

 Very good language skills in speaking and writing Azerbaijani
 Very good language skills in speaking and writing English
 Very good computer skills, especially in MS Office, Outlook and good knowledge of Geographic Information Systems (GIS)
 Valid driver’s licence
