JOB DESCRIPTION:

Language Assistant to the Resident Twinning Adviser (RTA) in an EU funded Twinning Project “Support to the State Agency on Control over Safety in Construction of Ministry of Emergency Situations of the Republic of Azerbaijan in the field of transition to the EU construction standards” between Germany and the Republic of Azerbaijan.
The German RTA will supervise the project implementation and coordinate all project activities in Baku. German International Cooperation (GIZ), which is supporting the German Institute for Construction Technology (DIBt)) in project and financial management, will be the contracting institution to the RTA Language Assistant.

PROJECT BACKGROUND:

The overall objective of this Twinning Project is to improve the safety and technical quality of construction in the Republic of Azerbaijan in line with EU standards and best practices.
Therefore, the project will support the State Agency on Control over Safety in Construction (SACSC) in its transition to EU construction standards by strengthening the national capabilities that are required in the process of approximation of national construction standards with the EU standards. This will comprise measures such as revising and amending existing legislation and regulations, elaborating an Action Plan for transition, assisting in adopting European standards, drafting national standards and providing personnel training in the competencies necessary for this purpose.

JOB RESPONSIBILITIES:

Under the guidance of the RTA and in cooperation with the responsible counterpart in the KP and KPC of Azerbaijan, the RTA Language Assistant will be expected to carry out the following duties:
- Interpret during conferences, workshops, meeting and seminars or other oral conversations from Azeri/Russian to English and vice versa;
- Translate legal documents, regulations, training material, information material, reports and other written material from Azeri/ Russian to English and vice versa;
- Draft written materials in relation to the project in Azeri/Russian and English language;
- Assist the RTA and the Short Term Experts involved in the project related to language problems;
- Assist the RTA in identifying, contracting and monitoring translation and interpretation services;
- Organize conferences, training sessions, workshops, meetings, expert missions, study visits, , etc.
- Assist the RTA in monitoring and reporting tasks;
- Assist the RTA in the evaluation of training activities and the project's progress;
- Perform necessary office management tasks, including filing;
- Stand in for the RTA Administrative Assistant in his/her absence;
- Perform other tasks as assigned.

REQUIRED QUALIFICATIONS:

- Preferably University degree  in Translation and Interpreting in English;
- At least 3 years of work experience in translation and/or interpretation activities;
- Professional Fluency in Azeri and English languages (both oral and written); knowledge German language would be an asset;
- Familiarity with legal/technical construction terminology in Azeri and English languages;
- Excellent communication and organizational skills;
- Excellent knowledge of office applications (e.g. MS Outlook, MS Excel, MS Word and MS Power Point) and internet browsers;
- Previous work experience in  international projects or organisations would be an advantage;
- Ability to establish and maintain effective working relations and to work in a team;
- Flexibility to travel, if necessary, within the Republic of Azerbaijan and Europe.
The applicant may not be (or have been in the past 6 months) a civil servant or agent of the beneficiary administration nor be on leave from the beneficiary to take up the position.
