Civil Society Programme Officer

Oxfam GB is looking to recruit a highly motivated individual for the position of Civil Society Programme Officer at its Baku office. The post holder will be base in Baku office. JOB PURPOSE: 

To contribute to the delivery of the civil society strategic objectives through the design, planning, management, analysis and reporting of assigned programme areas, work with Food Security and Nutrition partners and contribute to wider understanding and development of the programme and its outcomes and lessons.

Key responsibilities:

Programme Management

• Responsible for the oversight and support  of food security and nutrition project development and implementation
• Regular support to project partners such as Food Security Alliance and Public Partnership Platform and coordinate their actions in line with programme’s objectives and result achievement
• analysis of need, identification of programme objectives and activities and their relevance to needs of civil society,
• ensuring high levels of participation of beneficiaries,
• routine monitoring and evaluation,
• providing capacity-building support, joint planning,
• ensuring adequate reporting in line with Oxfam's documentation and learning requirements and the requirements of donors,
• receiving partner reports, reviewing them and giving feedback and support to partners to achieve adequate quality,
• overseeing budget dispersal in line with agreed targets, milestones and deadlines
• providing administrative support of high quality to the management staff
Internal
• Preparing or coordinating programme documentation, for grant recommendation, monitoring, evaluation, learning, communications, advocacy or fundraising. To ensure compliance with Oxfam's procedures and time lines, and those of other donors funding work through Oxfam.
• Participating in the strategic planning of the Oxfam team, related work and activities, including the development and implementation of humanitarian and advocacy policies and strategic approaches for the Food Security and Nutrition project.
• Consulting regularly with the Governance and Advocacy Policy Programme Manager, and such other staff as may be appropriate; to review issues arising and progress towards specified project or programme outcomes.
• Liasing with administrative staff, and meet the requirements of Oxfam's administrative and financial reporting procedures
• Supporting the implementation of Oxfam's gender policy in all areas of responsibility.

External

• Developing and maintaining awareness of the roles of actors and institutions relevant to Food Security and Good Governance development programmes, at both local as well as at wider levels, and when required be able to represent Oxfam and its concerns with beneficiaries, partners, donors and stakeholders.
• Maintaining a strong understanding of Food Security and Nutrition legislation, to inform the development of the civil society programme, and to represent the perspectives of poor or marginalized communities or sectors of society, especially taking into account the situation and needs of women. Including the identification of new local partners, and the development or maintenance of relations with partners.
• Promoting understanding and analysis on the civil society programme's thematic issues. Including participating in, supporting, coordinating or undertaking research activities, communications or advocacy initiatives, producing analyses and participating in meetings.

Skills and Competence:

• Postgraduate degree in International and Human Development, Agriculture, Public Administration, Economics or related fields
• At least 3 years’ experience in development work with NGOs and proven effective programme experience in the area of civil society strengthening,
• Solid understanding of statistical data and conversion to narrative
• Analytical skills and good attention to details.
• Understanding of basic finance and budget development
• Good level of appropriate technical skills, policy knowledge or subject specialist and experience of program issues.
• Can effectively influence outside own team and successfully represent specific program or specific issues.
• Contributing to strategic development at a wider level within the program.
• Good organisational awareness.
• Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards.
• Takes responsibility for own work and delegated project/processes (including some leadership).
• Anticipates problems and regularly provides solutions.
• Computer literacy and good oral and written communication skills in Azerbaijan and English (Russian is an asset)
• Must be self-motivated, innovation, able to work under pressure

Remuneration Package

Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the Oxfam Provident Fund. Gross salary per month is 1,403.57 AZN.
