Job Description: Program Assistant, Swiss Cooperation Office, Baku

The Swiss Cooperation Office for the South Caucasus (SCO) is responsible forcoordinating and overseeing the activitiesof the Swiss Agency for Development and Cooperation SDC and the State Secretariat for Economic Affairs SECO in the field of development cooperation in the South Caucasus. In Azerbaijan Switzerland’s development cooperation is focusing on improving the economic framework conditions, strengthening the private sector and building the capacities of central government institutions.

The SCO in Baku is now looking for a Program Assistant to further strengthen its team starting in the first quarter of 2014.

Under the guidance and direct supervision of the Deputy Regional Director and in close collaboration with the program officers, the Program Assistantassumes the following main tasks and responsibilities:

• Support the program officers in the monitoring and administration of ongoing projects in the areas of investment climate reforms, financial sector reforms and access to finance, and macroeconomic policy making and public financial management.
• Provide relevant administrative support to the organization and administration of project- related events, such as meetings, missions or workshops and draft and translate official project-related correspondence.
• Responsible for managing the small actions portfolio (including administering the selection process, monitoring project implementation and liaising with project partners) and other initiatives, such as the regional arts and culture program.
• Support the media and communication work of the SCO in Azerbaijan in cooperation with the media and communication officer based in Tbilisi and the program officers, including drafting of press releases, project factsheets or organizing media events.

The assignment implies close team work within the Swiss Cooperation Office in Baku, field trips within Azerbaijan and Georgia and coordination with SDC and SECO headquarters and the Embassy of Switzerland.

Requested Profile and Competencies

Professional qualifications

• University degree, with preference in economics, business management and/orfinances/banking.
• Minimum of 3 years ofrelevant experience at the national or international leveldevelopment projects.
• Fluent in English, Azerbaijaniand Russian. Knowledge of the national languages of Switzerland would be an additional asset.

Corporate competencies

• Strong, dynamic team player with a high degree of reliability, initiative and sound judgment.
• Able to complete multiple tasks timely and efficiently and prioritize different assignments.
• Strong analytical skills.
• Strong writing and communication skills.
• Proficient in the use of computers and standard office and internet software applications.
• Keen interest in international development issues and the development of the South Caucasus in particular in the areas outlined above.
