AMEC is a major Engineering and Construction Company involved in Oil and Gas Projects in Azerbaijan is looking for Cost Engineer (National)

The successful candidates should have:

• To be able to establish and manage the Site Cost Control function
•  To have the capability to carry out some estimating work when required and some technical knowledge is preferred
• To have at least 5 years experience of site works/conditions
• Must be able to communicate well.
• Ability to work well with others and provide support and assistance to cover peak work load
To have a flexible approach to duties especially during busy periods and provide role overlap

The successful candidate will be responsible for carrying out the following activities:

• Liaise with Lead Cost Engineer  to provide timely and accurate data for incorporation within published data ensuring Lead Cost Engineer is familiar with latest cost issues and concerns.
• Monitor Commitments vs Forecast costs and seek approvals for increases in commitments and budgets in a timely manner.
• Cost impacts associated with change (trends) are captured and reported within Forecasts, Budgets updates, Pressures & Opportunities and Development Allowances are allocated as appropriate
• Ensure guidelines and processes are developed and applied to manage resource/service requests from other delivery teams, including budget transfers.
• Report, record and seek approval for Monthly VOWD to comply with audit requirements.
• Ensure expenditures are monitored and controlled including reconciliations and adjustments to ledgers as required.
• Manage Engineering Services (Service Orders and Service Work Orders) ensuring budgetary allowances and approvals are in place, monitor commitments and expenditure phasing, verify cost codes and postings, administration of costs via Maximo and EUT.
• Reconciliation of SAP and VOWD figures and presentation of same at Monthly Accruals Meetings held with Finance.
• Facilitate forecast update meetings with relevant BP Lead Engineers.
• Acquire Project Manager/Delegate approval of all published cost data prior to submission to Finance and/or Central Cost Group.
• Ensure all cost coding, data interfacing and reporting requirements are communicated and agreed with all stakeholders, particularly Finance and PSCM, so that these requirements are captured in the Accounting System (SAP), the BP Cost Database (KCM), Contracts and POs in a timely manner.
• Input to Project WBS, based on the Cat B Projects standard reporting structures to control and report costs.
• Develop the Original Control Budget (OCB) from the phased Final Cost Estimate phasing per CVP gates and applicable FMs incorporating any changes made to the proposed estimate during the FM approval process and reflecting the Performance Target (PT).
• Develop the initial Current Control Budget (CCB) using the budget change process to provide a clear audit trail between the OCB and CCB.
• Establish clear ownership and accountability for cost report inputs.
• Ensure early recognition and assessment of cost risks, opportunities and trends that could affect the Forecast Final Cost (FFC) and annual expenditure forecasts.
• Provide inputs into the Cost Engineering requirements for Knowledge Management and Lessons Capture.
• Check that sufficient uncommitted budget funds are available for requisition approval prior to the award of a contract or a purchase order and for subsequent amendments and variation orders, providing assurance to budget holders and project management that any commitment will be subject to due cost control process.
• Provide cost coding for requisitions and commitments and input into the Cost Database.
• Verify contractors’ applications for payment and invoiced costs for approval by budget holder.
• Estimate VOWD to enable the calculation of accruals.
• Reconcile the Project Accounting System with the BP Cost Database.
• Validate Contractor cost related data for accuracy and compliance with contractual obligations and project controls requirements.
• Participate in contractor progress status updates to ensure cost forecasts accurately reflect current status.
• In conjunction with the Project MoC and Risk registers, track and monitor cost changes and risks and their impact on the Current Control Budget, FFC and UAP.
• Provide regular cost reports to Delivery Managers, Project Management and other stakeholders, including Finance and PSCM, from the BP Cost Database inline with Cat B reporting requirements (PMR, LTM, DLT, etc.).
• Operate and maintain the BP Cost Database and use for all regular project cost reporting. For ad hoc cost reporting, data extracted from the cost database shall be used where applicable.
• Prepare cost stage gate deliverables in accordance with CBSDP.
• Participate in cost related audits and act as an advisor and focal point for all project cost related issues, including project Close-Out.
• Undertake Cost Risk Analyses at specified intervals throughout the project. Implement an aligned cost and schedule risk process.
