Responsibilities:

  • To create healthy workplace conditions at the Refinery by applicable law, international and national standards, and ensure the management of occupational safety by law;
  • To manage the development of Refinery-wide manuals on occupational health and safety, fire safety, and occupational hygiene, communicating them to all workplaces and arranging respective training for employees;
  • To participate in certification of sanitary and technical conditions of production areas and assessments of employees and workplaces;
  • To participate in the investigation of fires, accidents, and incidents, develop preventive actions, and monitor their implementation;
  • To control the correct and proper spending of funds allocated for occupational safety action;
  • To monitor the instruction and assessment of engineers, technicians, workers, and other personnel by the established rules of occupational health and safety;
  • To monitor the supply and use of PPE by the established procedure;
  • Develop, implement, and review company health and safety policies and procedures to ensure compliance with relevant laws and regulations;
  • Establish a safety culture within the organization, promoting awareness and accountability;
  • Monitor risk assessments to identify potential hazards in the workplace;
  • Develop and implement strategies to mitigate or eliminate identified risks;
  • Organize and provide health and safety training programs for employees, including new employee orientations and ongoing training sessions;
  • Ensure that employees are informed about safety procedures, emergency protocols, and the proper use of personal protective equipment (PPE);
  • Monitor and ensure compliance with local, national, and industry-specific health and safety regulations;
  • Keep abreast of changes in legislation and update company policies accordingly;
  • Monitor and investigate workplace accidents, incidents, or near-misses to determine root causes and prevent future occurrences;
  • Develop and implement emergency response plans for various scenarios, such as fires, chemical spills, or medical emergencies;
  • Conduct regular drills and exercises to ensure employees are familiar with emergency procedures;
  • Conduct regular inspections of the workplace to identify potential hazards and ensure compliance with safety standards;
  • Carry out internal safety audits to assess the effectiveness of safety programs;
  • Oversee the safe handling and storage by relevant regulations;
  • Collaborate with management, employees, and external stakeholders to address safety concerns and promote a positive safety culture;
  • Liaise with regulatory agencies and participate in safety-related meetings and committees;
  • Prepare and submit regular reports on the status of health and safety programs to management;
  • Provide documentation for regulatory reporting as required;
  • Identify areas for improvement in health and safety performance and implement corrective actions;
  • Stay informed about industry best practices and implement relevant changes to enhance safety;
  • Effectively communicate safety information to all levels of the organization;
  • Act as a point of contact for employees regarding safety concerns and inquiries;
  • Ensure that all necessary documentation is readily available for audits and inspections.

Requirements:

  • Bachelor’s degree in engineering (preferably in Health and Safety, Chemical, Mechanical, or Industrial Engineering) or related field;
  • Minimum 12 years of experience in health and safety management within the oil and gas industry, with a strong understanding of refinery operations and associated safety risks;
  • Good English language skills;
  • Microsoft Office knowledge;
  • In-depth knowledge of local regulations related to health and safety. This includes familiarity with OSHA regulations (or equivalent regulations in other regions) and other relevant standards;
  • Must have relevant professional certifications in health and safety, at least NEBOSH International General Certificate, IOSH Managing Safety, Working at heights, Confined Space Entry, AGT Level 1, etc;
  • Proven experience in developing and implementing comprehensive HSE programs and initiatives. This includes creating policies, procedures, and training programs to promote a safe working environment;
  • Strong leadership and management skills to lead an HSE team effectively. This includes the ability to motivate and engage team members in promoting a safety culture;
  • Strong leadership, communication, and interpersonal skills with the ability to influence and engage stakeholders at all levels;
  • A commitment to continuous improvement in HSE performance. This involves staying informed about industry best practices, emerging trends, and evolving regulations.
