Direct Reporting Line: HSSEQ Manager
Key accountabilities:
- Promoting A Strong, Pro-Active Safety Culture
- Ensure the Company’s Safety Culture is promoted and maintained to the highest possible standards, in all locations, through;
- Active engagement with all employees on HSE-related issues
- Promoting open dialogue between all employees and departments on means to drive and improve
- Participating in & providing input to HSE-related meetings and inspections
- Actively promoting the Company’s Control of Work processes and safe working practices
- Induct current and new employees and crew on company HSSEQ policies and procedures
- Delivery of HSSEQ Services
- To ensure compliance where appropriate with the Company's procedures and policies in compliance with ISO 45001:2018, 14001:2015 9001:2015, ISM & MLC & ISPS, International industry & local legal requirements.
- Follow company SMS & BMS Requirements, HSSEQ scope requirements, as defined by HSSEQ manager
- Support assigned vessels & office with implementation of SVP (Self-Verification Program)
- Monitoring data sets in order to assist HSSEQ Manager in identifying performance trends
- Draft and preparation of Safety Flashes and Bulletins for approval by HSSEQ Manager and/or Head of HSSEQ, prior to publication
- Draft and preparation of any materials required for local HSSEQ Initiatives
- As directed by HSSEQ Manager, liaise with Clients’ HSE representatives for provision of reports and data
- Support the HSSEQ Team in ensuring the implementation of an effective Safety Culture
- Ensure HSSEQ data and records are managed and stored for efficient reference
- Control Equipment calibration (Gas detectors, Sound & Alcohol Meters)
- Coach the vessel crew, office and workshop employees to ensure compliance with the Company Safety Management System
- Review the quality of CoW surveys & Emergency drills provided by each vessel on monthly basis.
- Conduct CoW Assessment during vessel visits & Attend min 1 HSE meeting onboard per month
- Conduct Internal audits at all vessel & suppliers audits as per SVP schedule.
- Conduct 6 monthly Generic Risk Assessment Data Base review exercise
- Control Quality of onboard vessel specific Risk Assessments
- Provision of induction, internal and external trainings as required
- Monthly SOC Analysis & Safety champions nominations for best SOCs
- Assist vessels and worksites in the safe management of tasks, implementation of Control of Work systems and maintenance of all safe working practices
- Support HSSEQ Champion program
- Support company with maintaining up to date Environmental aspect and impact register
- To support any other duties, as per management request.
- Conduct of Audits & Inspections
- Undertake, report and manage actions arising from vessel audits & inspections, to provide oversight of;
- on-board safety & vessel management
- level of crews’ safety culture & safety awareness
- effectiveness of on-board SMS implementation
- proactive awareness of on-board improvement opportunities and potential non-conformities
- In conjunction with directions from the Regional HSSEQ function, conduct internal audits in other business units as required
- Incidents & Lessons Learnt
- Provide on-the-ground assistance to investigations and associated follow-up actions
- Ensure an appropriate level of HSSEQ representation and involvement during client-led investigations
Minimum Qualifications:
- Professional Qualification or Certification in HSSEQ related field
- NEBOSH preferred
- DPA and CSO qualification preferred
Minimum experience:
- Must have 2 years’ experience in the implementation of Quality, Health, Safety and Environmental programs preferably dealing with offshore supply vessels.
- Internal auditor for ISO 45001:2018, 14001:2015 9001:2015 (Lead Auditor preferred)
- Experienced Mariner preferred.
Generic skills:
- Strong, clear communication skills particularly in regard to maintenance of HSSEQ standards
- Experience of interfacing with clients and meeting their demands in relation to implementation and management of HSSEQ-specific aspects
- Must have good working knowledge of ISM and ISPS codes, other standards (MLC, MARPOL, SOLAS, ISO, OHSAS, etc.) and statutory regulations relating to vessel operations.
- Experience in conducting and reporting incident investigations
- Good Communication skills in English & Azeri is a must
