Safety Responsibilities:

• Employee shall work in accordance with the company HSE Policies (no accidents, no harm to people, no damage to the environment)
• Employee shall follow the BP Golden Rules of Safety and Company Safety procedures
• Employee shall follow Company working procedures, including use of proper PPE
• Employee shall stop work immediately where they identify any unsafe situation and report the situation to his Line Manager
• Employee shall report any incidents to his line Manager immediately
• To ensure there are adequate safety personnel trained and skilled to overseas safety in the company
• To oversee the safety processes and critically challenge the assumptions on an ongoing basis
• To ensure that all operations comply with internal safety regulations, client agreements, statutory requirements and overall are to the highest international best practice
• Employee shall not discuss or disseminate company’s internal matters or any companies internal information

Job Description:

• Manage the company QHSE team.
• Manage, improve and maintain company’s certified Integrated Management System (OHSAS 18001 and ISO 14001 & 9001) in accordance with company business and operational needs
• Ensure all on-site operations are legally compliant with local legislation and in compliance with Company and or client standards and procedures as appropriate.
• Communicate information on the QHSE Management System throughout the organization and promote HSE awareness
• Liaise with local governmental structures and establishments required documentation such as Ecological passport, Maximum permissible discharge limit, Air pollution sources inventory, (AVOS, PDV, PDS) and relevant reports to the statistics committee.
• Prepare documentation for the QHSE part of the tenders, review and compile required documentation in preparation for the project deliverables
• Manage, develop and identify company QHSE training needs and conduct internal trainings
• Manage QHSE procedures and timely update/archive of the electronic database
• Manage the initiation, implementation and maintenance of risk assessments (e.g. HAZID, ENVID, safety cases).
• Investigate, report and provide managerial guidance in relation to all accidents, incidents all operation sites
• Undertake and coordinate internal and external, sub-contractor, and third party audits and QHSE inspections and report key findings to management on monthly and weekly basis
• Perform the duties of Duty Manager as per duty schedule
• Report non-compliance issues to the Director / Deputy Director
• Submit Weekly Reports on HSE activities to Managing Director
• Report QHSE performance to the Management Team on a monthly basis and perform trend analysis and recommend follow up actions
• Provide on-site assistance to all employees in all aspects of Health, Safety and Environmental
• Actively participate Company  BOSS/SOC program and encourage other employees and prepare required HSE records, reports and statistics
• Monitor and enforce safety & environmental requirements of all subcontractors.
• Monitor the Waste Management System and maintain control measures in the use of hazardous materials.
• Maintain awareness of current National/International legislation, regulations and standards (Azeri labor code, CSE, working hours, English laws etc.)
• Assist in developing and maintenance of Emergency Response Plan, Supervise the correct application of Company HSE procedures
• Lead or participate in Accident/Incident investigations
• Monitor the local HSE staff performance and provide regular performance assessments
• Any other duties that may be expected of a company manager

Qualifications:

• Relevant work experience as HSE Manager  in oil & gas industry –min 5 yrs
• NEBOSH safety qualification
• Excellent languages skills in: English, Azeri, Russian
• Computer skills
• Excellent communication and organizational skills
• Hard and dynamic worker
• Good safety attitude and accurate person
