1) Background
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) the GIZ programme “Local Governance South Caucasus” seeks to strengthen local self government and promote local democracy and development in the South Caucasus. On the supra-national level the objective is to promote mutual learning an exchange of experience of stakeholders relevant for municipal development. Within each country the programme is following a multi-level approach:
• On national level the objective is to improve the regulatory and institutional framework conditions for municipal development.
• On regional level the objective is to improve the cooperation and coordination between central government, regional administration and  municipalities
• On municipal level the objective is to improve good local governance in pilot municipalities in order to create good practices which can then be used for policy advice on national level and county wide dissemination (scaling up)
In Azerbaijan the programme has an office in Baku and in Sumgait and is focusing on three topics:
• Introduction of good local financial governance mechanisms and strategic planning in pilot municipalities
• Introduction  of Citizen Service Offices (One-Stop-Shops) in municipality of Sumgait
• Support the use of digital property cadastre data in Sumgait municipality and city administration

Main Responsibilities:

The programme assistant is responsible for

1. all secretarial works and office management of the programme team in Baku
 Management of all incoming communication (phone, post, fax)
 Monitoring availability of office supplies/inventory and keeping inventory record
 Translation of internal and external documentation,
 Preparation of information materials for the team leader and/or meetings
 Assistance in planning of business trips

2.  financial management tasks of Azerbaijani programme team
 Supervision and  coordination of the provision of all administrative and financial support required to the project
 Management of projects accounting and financial system /Cash book
 Management of the financial administration, such as money withdrawal, recording of cash book, receipts preparation and registration;
 Support of monthly budget planning and of expenditures
 Support administrative processes and event management in the programme office Sumgait

3. providing support to the programme activities
 Support of contract management
 Support of event management
 Take over written communication with political partners,
 Assistance with the necessary coordination processes to produce publications and materials in accordance with GIZ standards

Required Entry Qualifications and Competencies

Education

 College or University Degree (at least BA or similar)
• University diploma in English/ German Philology, International Relations or Economics

Professional Experience
 At least 3 years of professional working experience in a similar position with the international agencies
 Broad management and administrative experience

Other Qualifications
 In depth understanding of financial planning and accounting
 Good working knowledge of modern telecommunication systems (telephone, fax,
e-mail, internet)
 Azerbaijani mother tongue, excellent command of German or English language. Russian is an asset.
 Assertiveness, accuracy and strong organisation skills,
 Excellent communication skills and ability to work in teams
 Strong reporting and writing skills experience in written communication with Azerbaijani governmental institutions.
 Flexibility to work on request in Sumgait and to travel in the pilot regions.
