Maternal, Neonatal and Child Health/ Evidence-based Medicine (MNCH/EBM) Manager
 
Abt Associates is seeking a Maternal, Neonatal and Child Health / Evidence-based Medicine (MNCH/EBM) Manager for a USAID-funded project in Azerbaijan that aims to address Azerbaijani health system constraints in the areas of governance, resource management, quality of services and the education and empowerment of health care consumers. The Manager will lead the planning and implementation of the project’s activities related to MNCH and evidence-based medicine.
 
Specific Responsibilities

• Manage a team to plan and implement MNCH and EBM activities, including:
• Conduct policy dialogue with Ministry of Health counterparts and stakeholder organizations to jointly agree on EBM and MNCH strategies
• Provide technical assistance to local counterparts to implement EBM and MNCH activities in a way that increases local ownership, institutionalization and sustainability.
• Provide technical input to draft laws, policies, strategies, and regulations related to MNCH and EBM
• Develop capacity building approaches and training packages for training institutions and health care professionals on MNCH and EBM
• Provide technical input to public education efforts on MNCH topics
• Contribute to project reporting, including work plans, quarterly and annual progress reports, and progress against Performance Management Plan.
• Advise COP on key MNCH and EBM issues in the Azeri context.
 
Skills/Knowledge Required

• Medical doctor with specialty in obstetrics/gynecology or pediatrics.
• Minimum of 6 years of experience working in maternal, neonatal and child health care.
• Strong understanding of evidence-based medicine and methods to integrate EBM into health system operations
• Training and/or experience in health education and quality assurance.
• Ability to design strategies involving organizations and local governments.
• Demonstrated experience providing capacity building to local governments.
• Experience in contributing to programmatic and technical reports.
• Excellent facilitation, networking, negotiation and coordination skills.
• Excellent organizational skills and highly developed written, oral and interpersonal communication skills.
• Fluency in Azeri and Russian and strong English language skills required.
