SUMMARY:
Counterpart International is seeking an Accountant for Women Participation Program in Azerbaijan. The Accountant will manage the cash distribution system and prepare and submit financial reports to Counterpart’s main offices on a routine basis. S/he will provide financial support and advice to the Chief of Party to ensure maximum efficiency in the allocation and spending of project funds in accordance with US government rules and regulations pertaining to financial management processes.

Duties and Responsibilities:

• Manage the cash distribution system, accounting for all project-related cash disbursements
• Manage, coordinate and report all leveraging funds and in-kind contributions
• Prepare and submit periodic financial reports to Counterpart headquarters and USAID, as required
• Process local payroll and associated taxes for local employees
• Support the Chief or Party in establishing and maintaining open accounts with financial institutions
• Produce financial projections to ensure efficient spending of project funds
• Ensure maximum compliance with all applicable US and Azerbaijani laws, rules, and regulations governing financial operations

Qualifications:

• Higher education in economics, finance, or a related field
• Minimum of three years’ experience as an accountant or financial officer 
• Experience working with a USAID-funded NGO is desirable
• Excellent communication skills, including written and oral proficiency in English and Azeri
• Strong command of US government, and Azerbaijani laws, rules, and regulations related to financial operations, policies, and procedures
• A high degree of accuracy and attention to detail
• Demonstrated analytical and problem-solving ability
• Ability to work both independently and as an effective team member
• Extensive experience using Microsoft Word, Excel, Access, Quick Books, and Quattro Pro
