About job

•         Direct and manage activities relating to personnel rules and regulations, staffing, employee education and training, management development, labor relations, affirmative action, workers compensation administration, benefits administration, and salary administration.
•         Approve and direct new employee orientation to foster positive attitude towards company goals.
•         Investigate problems incidental to sound and uniform personnel administration, such as working conditions, disciplinary actions, and employee and applicant appeals and grievances.
•         Provide guidance and recommendations for problem resolutions.
•         Keep records of insurance coverage, pension plan, and personnel transactions, such as hires, promotions, transfers, and terminations.
•         Recommend and implement procedures to reduce absenteeism and turnover.
•         Prepare and analyze department budget to identify budget needs and/or reductions, and may allocate operating budget funds.
•         Recruit, interview, and select employees to fill vacant positions.
•         Discuss personnel needs with department supervisors to prepare and implement recruitment program.
•         Work with recruitment sources in order to attract and obtain suitable applicants
•         Provide information on company facilities and job opportunities to potential applicants.
•         Interview attracted applicants to obtain work history, education, training, job skills, and salary requirements.
•         Screen and refer qualified applicants to company hiring personnel for follow-up interview.
•         Perform reference and background checks on applicants.
•         Correspond with job applicants to notify them of employment consideration.
•         Participate in compensation and benefit surveys and conducts wage survey within labour market to determine competitive wage rate and remain apprised of current trends.
•         Write separation notices for employees separating with cause, and conduct exit interviews to determine reasons behind separations.
•         Hire, train, evaluate employee performance, and recommend or initiates promotions, transfers, and disciplinary action.
•         Keep records of hired employee characteristics for governmental reporting purposes.
•         Negotiate collective bargaining agreement.
•         Manage of employee relations activities.
•         Gather information on employees' attitudes and feelings about factors affecting worker morale, motivation, and efficiency, and report findings to management.
•         Identify, analyzer, and facilitate resolution of employee relations problems.
•         Explain rules, policies, procedures, and company and governmental regulations to employees and emphasize the need for compliance.
•         Develop and implement methods and procedures for monitoring work activities, such as preparation of records of expenditures and progress reports, in order to inform management of current status or work activities.
•         Provide leadership, advice and counsel to the General Manager, other department heads in support of HR issues;
•         Establish and maintain goals, objectives, and plan for carrying out functions of the Department within overall company goals and applicable laws and regulations of the country;
•         Develop HR rules, policies, procedures and employee agreements;
•         Participate on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence;
•         Attend and participate in professional group meetings; stay abreast of new trends and innovations in human resources.
•         Assess short and long-term training needs, establish priorities for programs, determines training methods;
•         Evaluate training resources and determine whether in-house or external source is the most appropriate and cost effective venue;
•         Coordinate and administer on-going training activities among individuals and teams to achieve organization's goals and objectives.
•         Create a climate designed to support and encourage training and development.
•         Provide internal consulting and arrange external education and training as required.
•         Plan study of work problems and procedures.
•         Gather and organize information on training needs assessments, problems, or procedures including present department operating procedures.
•         Analyze data gathered, organize and documents findings of studies, prepare recommendations for implementation of procedures or organizational changes, and submit to upper management.
•         Develop approved training programs, considering all available solutions or alternate methods of proceeding.


Requirements

          Minimum 3-5 years of work experience in HR field
Perfect knowledge of  English, Russian and Azeri languages
Advanced  user of  computer  programmers
Age – 30 - 50
