QAQC Primary Qualifications:

• Assist and/or prepare Project Quality Engineering Plan
• Define engineering deliverables and provide QA/QC inputs to Scope of Work.
• Conduct Internal Audits to ensure that all Engineering procedures have been properly implemented.
• Conduct external audit/surveillance  to Engineering subcontractor, vendors and suppliers
• Lead the development and implementation of the quality management system, quality and technical integrity assurance framework and the establishment of the verification assurance audit program for the project (offshore and onshore
• Provide technical guidance and QA/QC support for procurement activities, technical bid evaluation, design reviews and detailed engineering.
• Participate to witness in critical design review and testing of equipment/material and conclude failure root cause analysis of equipment and material.
• Responsible for the technical decision making and engineering decision on quality assurance and quality control (QA/QC).
• Set Key Performance Indicator (KPI) intended for Engineering phase. Monitor, measured and analyze it for continuous improvement
• Assist and/or prepare Project Quality Procurement Plan
• Provide and / or review QA/QC requirements during preparation of Request for Quotation (RFQ) to Supplier/Vendor and or sub-contractor.
• Participate with the Discipline Engineer for the review and determination of Inspection Criticality for the materials and equipment to be purchased.
• Coordinate, schedule and attended Pre-Inspection Meeting (PIM) with the Subcontractor and Vendors to discuss inspection requirements and quality issues prior to production of the purchased items specifically for critical items as defined by the project.
• Conduct and Participate Vendors/Supplier approval/qualification process by conducting Quality Audits to them.
• Review Inspection and Test Plans, quality plan and procedures of subcontractor/supplier/vendor.
• Witness Inspection and Testing activities of the equipment/materials as per approved ITP.
• Establish effective preventive measures and corrective action to ensure that deficiencies do not re-occur. This process will involve measurements to determine trends and suitable means of correction. Prepare and compile data from audits, identify non-quality trends and advise Project Quality Manager, Project Management or Operations for resolution.
• Conduct “Root Cause Analysis” for the critical NCR and CAR and make concise reports based on factual evidence.
• Establish statistical measurement to define Quality and Performance Quality (KPI’s)
• Ensure that the Contract Quality Scheduled Audits are conducted on a timely schedule relevant to commencement of activities.
• Perform audits of subcontractors, vendors, and suppliers both local and overseas to establish Approved Subcontractors/Suppliers List for the project.
• Prepare quality related lessons-learned through Project Close-out Report to ensure preventive measures are deployed.
• Coordinate with 3rd Party Inspector for inspection of procured items and assigned them as per the requirement of the project based on criticality of materials/equipment.

MINIMUM QUALIFICATION

• Bachelor’s degree preferred
• Certifications an advantage including Quality Auditor, Quality Engineer, Quality Improvement Associate, Six Sigma quality inspection, auditing and testing experience
• Experience with implementation of corrective action programs
• Product or industry-specific experience
• Strong computer skills including Microsoft Office and databases
• Knowledge of tools, concepts and methodologies of QA
