QHSE Engineer

Primary Responsibilities:

  Perform internal audits to assess compliance to Standards and to the internal Quality System, including investigation, presentation of observations and findings, and reporting.
  Develop, maintain and improve the business Integrated Management System to underpin QHSE and operating standards
  Defining/developing Quality Program status indicators, performance measurements and reporting requirements
  Perform weekly meetings with relevant departments concerning with non-conformances found during audit.
  Connect directly with site leads regarding the site problems and assist in solving the problems together with management.
  Analyze QMS System data and implement recommendations for improvement.
  Develop and lead internal audit activities to ensure QMS system is maintained.
  Define, monitor, and report on key performance indicators.
  Lead Internal Auditors to perform internal audit.
  Maintain a contract risk register, reviewing QHSE risks and escalating where appropriate
  Controls quality assurance practices and procedures, test plans and other QA assessments.
  Performs Supplier Assessments
  Perform internal audits to assess compliance to Standards and to the internal Quality System, including investigation, presentation of observations and findings, and reporting.
  Investigate product quality problems, determine root cause, gather and analyze data and implement corrective action to reduce or eliminate cause.
  Resolving Corrective and Preventive Actions.
  Application of testing and inspection activities to specific systems.         
  Reviewing project specifications, drawings, method statement and Quality Assurance/ Quality Control plans/procedures.
  Ensure that all sites activities are carried out according to reference documentation within his area of responsibility, authorizing their acceptance at quality control completion.
  Manage calibration of measurement instruments and related certifications.
  Chair and document weekly QA/QC meetings and provide written minutes as described in project specific contract documents
  Support the training and development of all staff to ensure awareness and understanding of QHSE Standards and the relevance to business objectives
  Provide a single business focus for accident and incident reporting and assist with subsequent investigation process; provide trend analysis to Contract Management Team to support and provide focus for driving positive behaviors and culture within the business.
  Develop Business Continuity Plans for all Service streams and participate in any table top or live exercises to test the plans.
  Monitor, audit and report on contract QHSE performance and provide assurance to Contract, Hydroserv Caspian Limited Divisional and Client Management Teams.
  Maintain quality, safety and environmental systems; defines, develops and implements quality documents, such as technical instructions, equipment technical instructions implement and audit to achieve compliance with ISO 9001-2015, 14001-2015 and OHSAS 18001.
  Provide leadership to support the management of supply chains and compliance with QHSE standards through ‘Point of Work Assessments’; audit and review of operating practice and systems.
  Ensure appropriate resources are provided to support a compliant business and to identify any systemic weaknesses.
  Commitment to continuous improvement in QHSE areas
  Be professionally accountable to Hydroserv Caspian Limited Top Managers

Qualifications:

  Have relevant engineering qualifications and have at least 5 years’ experience, ideally in a similar sector
  Degree in Engineering or related QHSE field or commensurate experience required.
  Work experience preferably in Engineering environment and projects in the offshore oil and gas industry.
  QHSE management experience is essential.
  ISO Lead auditor certification is advantageous.
  Formal Incident Investigation training.
  Training in relevant HSE specialties, e.g. Lean Six Sigma, Behaviour Based Programs, Root Cause Analysis, Risk Assessment, Occupational Health and Safety (OHAS) and HSE regulatory requirements.
  Demonstrated leadership, supervision and facilitation skills.
  Must have very good written and oral communications. Required to speak effectively before groups of Senior Management, clients, subcontractors, and/or employees of the organization.
  Training in facilitation skills and training delivery.
  Must be a team player and able to work in a team oriented environment.
  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule format.
  Ability to make good judgements and render good decisions.
  Effectively lead and participate in teams.
  Ability to work under pressure; think clearly and act decisively.
  Good personal organization skills.
  Good listening and communication skills.
  Good problem solving skills.
  Be comfortable developing the Company’s QHSE systems and encouraging a culture of excellence and compliance
  Be knowledgeable with all aspects of the above standards, relevant legislation and compliance requirements
  Have excellent verbal and written English with the ability to communicate effectively across all levels within the Company
  Have a high level of competency and accuracy in writing and maintaining clear and professional documentation relating to integrated management systems Possess strong planning, organizational, teamwork and presentation skills
  Be computer literate with Microsoft Office to a proficient level with good typing skills
