 Duties & Responsibilities:

 Include, but are not limited to the following:

 To determine proposal concept by identifying and clarifying opportunities and needs; to study requests for proposal (RFPs); to attend strategy meetings;
 To write high quality technical and commercial documents and reports and present them to both internal and external audiences;
 To study on the Scope of Work and calculate man hours to be spent for execution of works;
 To participate in monitoring process of tenders in various sources and prepare a package of documents in accordance with the requirements of the bidding documents;
 To prepare proposals (financial and technical) for the tender in accordance with the standards of bidding documentation, draw up estimate of costs and bill of quantities required by tender terms;
 To request Accounting department regarding financial data and documents for the Company;
 To request (depending on the requirements of the procurement documentation) references from various state structures in the preparation of tender documents within their responsibility;
 To prepare a package of  tender documents in accordance with the requirements of documentation and carry out the process  in a manner determined by the procurement specialist;
 To organize the submission of documents for tenders and control their receipt by the Client;
 To prepare letters, requests and other documents also, prepare answers to letters and inquiries;
 To follow Project Manager’s instructions;
 To perform and/or manage the project qualification, solicitation, quantity survey, scheduling, scoping, clarifying, and pricing effort for assigned construction projects resulting in well-organized, professional correspondence and reports;
 To review and manage the clients enquiry process into a costed workable solution and submit a detailed response to the enquiry documentation as well as  provide answers/responses to any subsequent requests for clarification;
 To develop costing as part of the quotation process and act as the company's internal contact point for the Client during the enquiry and bidding processes;
 To clarify subsequent purchase order receipt and prepare a detailed order-handover documentation in a timely manner for contract engineering to execute the contract;
 To communicate with the site team to take inputs for preparation of both commercial and technical proposals
 To survey the sites and prepare survey reports if necessary.

Education/Experience and Qualification:

 Technical Bachelor Degree (Master Degree is preferred) with equivalent experience will be considered;
 Must have a sound engineering education & background;
 Computer literacy in Excel, Word and preferably knowledge of Auto Cad software;
 Candidate must have at least 3-year experience in Project & Construction Management specifically in Cat C projects;
 Dedicated, well organized, able to plan and prioritize, multitasking;
 Proficient with commercial estimating procedures and maintain professionalism when faced with deadlines;
 Ability to interact, develop and maintain a positive professional relationship with all levels of personnel;
 Ability to meet deadlines with minimal supervision and review generated estimates for completion and technical accuracy ensuring quality and integrity;
 Capable to handle complex high value engineering projects;
 Familiarity with Incoterms 2010;
 Familiarity with estimation norms for Electrical and Instrumentation works;
 Excellent written and verbal communication skills in English.
