WorleyParsons has been delivering engineering and project management services to the global hydrocarbons industry for over sixty years. Our full-scope global project services span the entire asset lifecycle from the initial conceptual phase of major Greenfield developments to ongoing asset services and brownfield modifications projects.

WorleyParsons has been awarded a five year contract for Engineering, Procurement and Construction Management services for BP-operated assets in Azerbaijan, Georgia and Turkey.

We are currently looking for an experienced Senior Cost Controller to join our Baku office.

Purpose

• Develop, coordinate and manage procedures to ensure the efficient cost control of the Projects, including the recording, controlling, forecasting and reporting of all financial matters.  
KEY Accountabilities Of Position:
• Project Set-Up (working with project management, system administration and document controls to develop a project set-up that facilitates both internal and external Project Services requirements).
• Cost Management/Control (Provide cost control services to project teams to ensure proper project cost management and profitability monitoring).
• Invoice Advice Reports (Verify & Approve Invoice Advice Reports before issuance to Finance).
• Project Analysis and Forecasting (Analysis of project schedule and costing trends).
• Proposal Support (Provide Planning/Scheduling and cost estimation support for proposals).
• Interface Management (facilitating communication between and among Project-Managers, Discipline Leads, System Administrator and Document Controller).
• Project Updates (weekly progress-collection & updates; schedule updates; cost control & management; change order/variation management; cash flow status; subcontractor progress management; weekly upload of project data to Project Controls Database).
• Project Reporting (issue of WPQ Internal weekly project status reports and Clients External progress reports).
• Quality Control (ensuring projects are controlled, monitored, and documented according WPQ Project Services standards /specifications; conduct timely Project Controls audits.

Knowledge / Experience / Competencies Required

• Job Specific Knowledge:
• Develop, implement and maintain the cost database system to monitor and track the overall project budget, forecast and actual costs including the Annual Work Plan and Budget.
• Develop and maintain Project WBS and associated categorized reporting.
• Develop, implement and maintain a Cost Database System for cost management and reporting during the Define stage ensuring the system is fully operational from the beginning of Execute.
• Develop and maintain the Control Budget from the phased Final Cost Estimate, incorporating any changes made to the proposed estimate during the approval process.
• Develop and maintain a phased forecast profile based on Value of Work Done (VOWD) and use this to compare variances with actual VOWD and Control Budget.
• Develop and maintain an Unallocated Provision drawdown plan and monitor that plan throughout the life of the project.
• Develop and maintain a Commitment Register in a Cost Database system to catalogue budget obligations.
• Develop and maintain reports as appropriate.
• Establish and maintain relationships with project, partners and function to obtain and exchange data and information.
• Prepare cost stage gate deliverables.
• Agree with FC&A how accruals will be developed and transmitted and maintain a record of accruals.
• Work with the Manager of Change to maintain a process that tracks change, ensuring any cost and forecasts for rework are separately identified by project phase.
• Monitor change orders and maintain detailed records of project decisions and contractor actions.

Industry Specific Experience:

• Minimum 8 years working experience, with experience and exposure to cost estimating forecasting and management.

Education – Qualifications, Accreditation, Training:

• Engineering Degree or relevant years of experience.

• Assist in developing, communicating, implementing and regularly review systems, strategies, standards and processes (including environmental plans or health management programs) that:

IT Skills:

• A good working knowledge of Microsoft Office 2000 package and other third party software related to cost estimating, scheduling functions and cost control, i.e. Risk, Primavera, Microsoft Project, etc.

People Skills:

• Should possess good communication skills. Also should have good Leadership and Negotiation skills.

Other:

• Shall be proactive and  shall be having good problem solving skills
