WorleyParsons has been delivering engineering and project management services to the global hydrocarbons industry for over sixty years. Our full-scope global project services span the entire asset lifecycle from the initial conceptual phase of major Greenfield developments to ongoing asset services and brownfield modifications projects.
WorleyParsons has been awarded a five year contract for Engineering, Procurement and Construction Management services for BP-operated assets in Azerbaijan, Georgia and Turkey.
We are currently looking for an experienced Completions / Certification Engineer to join our Baku office.
Purpose:
• The certification engineer will use customer, contractor and vendor engineering documentation and electronic data to fully define the work scope in system packages that enable useful commissioning and start-up work to take place in a controlled and disciplined manner.
• To progressively transfer responsibility for the works to the start-up and commissioning organisation ensuring that both mechanical completion (MC1) and systems handover (SH1) are fully accepted by signature.  Compile an agreed full list of exception items, which will be completed by agreed dates, and monitor and record exceptions through completions.
• To compile, collate, store and turnover the quality data books / dossiers for final transfer to customer through GOC.
KEY Accountabilities Of Position:
• To define the construction deliverables in the form of PEF and Non PEF Systems.  To assist in setting up, populating and maintaining the GOC database.
• To coordinate the administration, routing and control of piping test packs and to assist contractors in assembling test packs in the required manner.
• To collate test documents and to coordinate the inspection and acceptance by customer and/or Commissioning Manager/Engineer for each test pack e.g. piping test specification, loop check components, relief valves, spring supports, electrical circuits, equipment packages etc…
• To index and maintain files for all original quality documentation.  To monitor contractors performance and if necessary to support the supervision efforts by coordinating the compilation of all necessary quality documentation for the project.
• Coordinate steelwork completions and documentation including the timely release of follow on work such as equipment and piping erection, backfilling of underground piping and earthing and release for workpacks, etc…
• Coordinate instrument and electrical completions and documentation including the timely release and transfer of as built mark-ups.
• To coordinate on a day to day basis with the start-up / commissioning group and to identify detailed requirements and negotiate exception items for acceptance of the systems.
• To advise FWW personnel of status of system packages and to provide progress and status reports as required.
• Consolidate punch lists for system exception lists and providing an auditable trail to ensure that all punch list items are captured and signed off through the completion process.
• To compile the system turnover dossiers in the required format.
Capability Enhancement
• Participate in the global learning community initiative to enable quality / completions professionals to communicate with each other and receive updates on latest developments.
• Support in-house education, promotion and awareness programs relating to sound quality management practice and WorleyParsons quality strategies.
• Facilitate the implementation of existing and new company processes and capability enhancements across the Project Operations.
• Determine areas of potential improvement and, in consultation with the certification management and with the project management team, facilitate the implementation of improvements to address these areas.
• Facilitate independent review of certification management practices in line with customer requirements.
Customer Relationship
• Ensure that the customer’s Guidance on Completions (GOC) management requirements and concerns and the needs of multiple stakeholders are being identified and managed by the Project Team effectively.
Performance Management
• Strengthen and coach project certification personnel to support development, management and administration of project management systems in response to project and customer expectations.
• Jointly supporting construction, commissioning and quality teams on all projects throughout the completion phases.

Essential Requirements:
• Using BP GO Completion System as Construction/Commissioning Tracking System.
• Breaking down the process into functional systems & subsystems & coloring P&ID on Hard & soft copies With All  Discipline Engineers.
• Creating Inspection & Test Summary Sheets to Enter the Data into GO Completion Database Tracking all punch list Items Using GOC system ,Printing the GOC punch List Status.
• Compile System Handover Packs and check quality of them.
• Issue packs to Document Controllers for Scan.
