Job Title:  Subcontract Specialist

Project: South Caucasus Pipeline Expansion

Work location: Baku

Reports to:  Procurement Manager

Subcontract Specialist (SS) are responsible for the procurement of materials, equipment work and services that support a company's business effort. SS manage the entire lifecycle of the subcontract, including identifying their company's specific needs, researching and negotiating with possible sources, and deciding which provider to select as the subcontractor.

Responsibilities:

• Review Project Vendor & Subcontractor List;
• Check the Vendor qualification status for the relevant commodity code in the Vendor Data Base;
• Ensure the issuance, filing, traceability, dispatch of all purchasing documents (i.e. Requests for Information, Request for Quotation, Commercial Negotiations Forms, CBE, Authorization to proceed, Purchase Orders, Work Contract, Service Contract Amendments, faxes and letters to Vendors, etc.); and prepare and maintain electronic and hard copy documentation for audit purpose;
• Prepare and issue the RFQ aligned with the Procurement Strategy;
• Manage and facilitate the Competitive Bid Process;
• Perform Bid Closing process where necessary;
• Ensure adherence to Secure Bid and confidentiality;
• Coordinate the Bid Opening Commission;
• Be the sole point of contact of the Vendor for all commercial questions leading up to the placement of the Purchase Order/ Work Contract and Service Contract;
• Negotiate the commercial and contractual issues or claims with Vendors;
• Prepare Commercial Bid Evaluation;
• Prepare Award for Recommendation, prepares Vendor Selection Memo for CPY Approval, if necessary;
• Issue Letter of Intent when necessary;
• Issue Letter of Regret, when necessary;
• Complete purchase order, follow the internal authorization process prior to making any formal commitment;
• Obtaining PO/SC/WO Acknowledgement from Bidder and/or Contractor;
• Where appropriate, notify unsuccessful Bidders;
• Create hard and soft copies of the complete PO/SC/WC for the engineering department, Contractor and Legal Department;
• Complete contract close-out activities and archive.

Requirements:

• Minimum 4 years experience as Subcontract Specialist
• Strong communication (both written and oral in Azerbaijani/English), analytical, negotiating, and organization skills
• Ability to grasp / understand technical concepts / applications
• Self-motivated and able to work with minimal direction
• Previous experience managing fixed price contracts in a compliant and effective manner
• Experience performing price and cost analysis
• Experience leading formal negotiations
• Experience with the placement of purchase orders that are of medium to high complexity
• Plan, organize, direct and monitor subcontractor performance
• Experience with the Microsoft suite of programs, i.e. MS Office
• Upper intermediate level in English
• Bachelor's degree in Supply Chain Management, Accounting, Finance, Business Administration or related field.
