Job Title: HSS Assurance & Compliance Advisor
Project: South Caucasus Pipeline Expansion
Work location: Camps in Kurdamir; Goranboy and Aghstafa regions
Reports to: Health, Safety and Security Manager
Responsibilities:
• Lead the assurance and compliance team;
• Prepare a development programme for HSS team members;
• Mentor HSS team members in inspecting and auditing techniques;
• Ensure assurance and compliance team members are competent;
• Support the HSS Leads to ensure resources are available to audit and inspect Contractor day-to-day HSS compliance.
• Review and approve Sub-Contractor assurance and compliance procedures and plans;
• Assisting Sub-Contractor to develop contract deliverables within the necessary timeframes;
• Working with the Sub-Contractor(s) to ensure that their assurance and compliance programmes are fully implemented.
• Participate in risk review workshops and meeting;
• Assist the site HSS teams in the development and implementation of risk action plans;
• During assurance and compliance reviews and audits, test the effectiveness of the risk response plans and risk management processes of both SAJV and Sub-Contractor.
• Establish an electronic compliance matrix (database) enabling Project to manage the relationship between applicable legal and other requirements, compliance tasks, accountable SAJV employee positions and operational controls
• Develop and implement project specific HSS Assurance, Compliance and Verification Plan
• Assist in the development and implementation of HSS Execution Plans, procedures and other SAJV deliverables.
• Act as team member on incident investigations.
• Participate in the SCPX Readiness Review and Go No Go process and endorse, from an HSS perspective, readiness to commence work;
• Confirm that project activities are conducted in conformance with local laws and Project policies, standards and procedures; and
• Maintain the compliance register.
• Manage Site HSS input to the Action Tracking Register ( ATR);
• Ensure that lessons learned during audits and reviews are incorporated into policies, procedures and standards;
• Manage the audit process to confirm Contractor compliance to its HSS Management System and the contract;
• Evaluating and reporting on the effectiveness of the HSS assurance and verification programme periodically to the Pipelines HS ( Deputy) Manager.
Requirements and Skills:
• University Degree or Equivalent in Safety;
• ISO 18001 Lead Auditor;
• Experienced in developing and implementing a comprehensive HSSE Assurance and Compliance System;
• Knowledge and experience of oil & gas construction related activities, including industry best practice initiatives;
• Trained in incident investigation.
• 5 years minimum in a one or more of the HSSE disciplines
• High skill levels in both written and verbal communication in English language;
• Computer literacy in MS Word, MS Excel, MS Project and MS Power-point;
• Planning and conducting HSS compliance and verification audits;
• Developing audit protocols and terms of reference;
• Writing audit reports and accurately articulating the required actions to address non-conformance;
• Verifying that actions have been adequately closed; and
• Maintaining a compliance register.
