Reports to: Chief Operation Officer

QUALIFICATIONS:

• University / Diploma in Marine Management and/or related qualification with at least 7-10 years’ experience in managing role.
• Ability to work with multicultural teams.
• Skills in cost-building, budgeting, preparation of commercial proposals, bids.
• Professional communications skills, both verbal and written, are absolutely critical
• Organization and planning skills, ability to work on many tasks for many different clients simultaneously.
• Understanding specifics of work and objectives of the company and general contractors and subcontracting organizations.
• Advanced PC user: knowledge of such programs as MS Office, Adobe PDF editor, experience of work with Procurement and/or Contract Management software (incl. web-based).
• Perfect negotiations skills.
• Fluent in English, Azerbaijani and Russian.
• Teamwork, pro-activity, quality focused, detail oriented, high level of accuracy, diligence, and self-motivation

Secondary (additional) requirements:

• Knowledge of Azerbaijani and international legislation.
• Experience of work in marine industry and/or in logistics activity.
• Experience of work with major oil and gas companies operating in Azerbaijan (BP, Saipem, Total, Lukoil, SOCAR and etc.).

Job responsibilities:

• Ensuring compliance where appropriate with the Company’s Policies and Procedures in accordance with the requirements of Quality Standard ISO 9001:2008, Occupational Health & Safety Standard OHSAS 18001:2007, the ISM Code 2010 and Environmental Standard ISO 14001:2004.
• Overseeing the day-to-day operations of the Company in consultation with Management Staff.
• Ensuring on a day-to-day basis that all vessels within the region, operate in a healthy/safe and environmentally friendly manner and effectively comply with all relevant International Class, Flag and Customer requirements and co-ordinating all requirements of Classification Society Surveyors.
• Ensuring that all operational policies and strategies are in accordance with the overall strategy of the Company.
• Ensuring that all the Company’s vessels remain in a seaworthy condition.
• Overall responsibility for the health/safety and welfare of Employees with appropriate delegation through management and supervision to individual Employees.
• Ensuring that adequate facilities are provided for personnel and procedural compliance with the Company’s System (SMS) Manual for Vessels and ensuring that such compliance is continually maintained.
• Ensuring the full support of Management for vessel Masters in safeguarding the personnel employed by and the equipment of the Company.
• Negotiating directly with current and prospective Customers on Terms of current Contracts.
• Liaising closely with Customers to gain Customer feedback on Company performance. Dealing with Customer complaints to be lodged and followed up at the next Management Review Meeting.
• Overseeing the preparation of Tenders for provision of Company services to both existing and prospective Customers.
• Liaising closely with the Quality/Health & Safety (OH&S/ISM) and Environmental Manager to ensure that all vessels are operated in a healthy/safe and environmentally friendly manner and in full accordance with the Company’s Safety Management System (SMS) Manual for Vessels.
• Communicating with the General Manager concerning significant operational issues.
• Assisting the General Manager with scheduling of Sea Staff ensuring that crewing requirements are of the best practicable standard, thus obtaining maximum benefit from all personnel working on vessels.
• Assisting in the evaluation of projects, Inspection Programmes (new tonnage and equipment) and providing advice on vessel dry-dockings and major modifications.
• Leading and motivating Members of the Team, both onshore and offshore, so as to ensure that their activities are carried out effectively, objectives are met and to maintain the right balance of skills and experience in order to meet business needs.
• Liaising with the Technical Manager regarding any major equipment, failure, repair or maintenance.
• Liaising on a regular basis with the Customer local Representative(s) regarding operations of Company vessels in full compliance with Customer requirements.
• Identifying Employment Prospects for Company vessels within the area and co-ordinating with the Director in the preparation of prospective Customers.
• Conducting Vessel Quality/Health & Safety (OH&S/ISM) and Environmental including ISPS Compliance Audits.
• Undertaking bi-annual offshore health/safety rides on vessels operating in the area (maximum twenty four (24) hour duration) for the purpose of vessel and personnel performance evaluation and assessment.
• Attending local and transportation, payroll and formal training of vessel Staff in consultation with the General Manager.
• Liaising with the Finance Manager regarding administration of all local expenditure.

• Authorising Purchase Orders for spare parts and equipment within given monetary authority.
• Conducting random emergency drills onboard vessels.
• Monitoring all On-hire/Off-hire Surveys of vessels.
• Managing and maintaining all vessel documentation.
• Co-ordinating all Underwater Surveys.
• Reviewing monthly Fuel Reports and advising the General Manager of findings. Undertaking periodic fuel soundings to verify actual onboard vessel Log Book records.
• Preparing, monitoring and arranging for dry-docking postponements and extensions with Class Society as required.
• Conducting regular Assessments of Masters and Chief Engineers.
• Reviewing/checking/forwarding of Company forms/paperwork and returning incorrect paperwork to the vessels.
• Regular Assessment of Supplier/Contractors to ensure best cost/service to the Company.
