About SOCAR Polymer
 
SOCAR signed a contract in 2012 for construction a plant for the production of polypropylene and polyethylene of high density with an annual capacity of 150,000 and 100,000 tons respectively.
Construction of these facilities will be in the Sumgait Chemical Industrial Park.
The SOCAR Polymer Company is established for the implementation of these projects.
The government registration of the Company is 16 July 2013. The 70,6 % equity belongs to State, the rest belongs to 29,4 %equity to Private Investors.
After the start up the number of the employees is going to be 200 people.
This is the first Company in Petrochemical industry of Azerbaijan Republic with private investor participation. 
It is planned to install BOPP and other equipment for creating high value added products.

POLYMER PLANTS ENGINEERING AND MAINTENANCE MANAGER

Summary:

Management and co-ordination of all engineering and maintenance activities at Polypropylene (PP) and High Density Polyethylene (HDPE) plants located in city of Sumgait, Republic of Azerbaijan.
This position reports to Plant Manager and supervises engineering and maintenance support services group, Engineering Manager and Maintenance Supervisors.

Responsibilities:

1) Develop engineering policies, strategies, management procedures and maintenance contract strategies
2) Ensure legal and regulated compliance, standard maintenance procedures, practices, and policies are in accordance to the activities of technical integrity
3) Responsible and accountable for the continued development and improvement of the Maintenance management system for Operations
4) Maintain and optimize assets’ technical condition and continuously improve the overall asset effectiveness at lasting lowest cost
5) Ensure that the required number of direct engineering and maintenance personnel is employed and well-trained, evaluate their performance
6) Develop root cause analysis systems and preventive maintenance plans for the plant, improving operational availability and reliability
7) Initiate and actively participate in continuous improvement programs, oversee analysis of equipment history and other data to identify reliability improvement
8) Organise and manage major and minor plant shutdown activities ensuring liaison with feed stock providers
9) Prepare and hold responsibility for planning and expenditure of annual engineering and maintenance budgets, develop KPIs to monitor and manage performance
10) Input to procurement department to order spare parts and equipment for replacement, ascertaining the proper documentation of the same
11) Oversee implementation of the performance improvement projects
12) Act as sponsor and focal point for the development and roll out of the Computerized Maintenance Management System (CMMS)

Requirements:

a) 10 to 15 years of experience in Oil & Gas / Petrochemical industry with minimum 10 years in Maintenance / Engineering management in chemical manufacturing plant or oil and gas producing facility or onshore gas/oil processing plant 
b) Experience and capability in application of reliability centered maintenance techniques
c) Proven track record in troubleshooting and analysis of process equipment and instrumentation
d) Experience in usage of maintenance and plant inspection techniques, procedures and work processes, knowledge of statutory requirements of periodic inspection
e) Knowledge of relevant safety standards, safety procedures, particularly in application of Permit to Work system
f) Experience of application and usage of CMMS
g) University degree in engineering, preferably in Mechanical or Electrical/Instrumentation engineering
h) Knowledge of project delivery processes and techniques
i) High standard of written and spoken English and Azeri
j) Experience and knowledge of polypropylene and polyethylene production is advantageous but not mandatory
