Role synopsis

Following on from the award of a contract by BP Exploration for the provision of Engineering Services for Platform Drilling, PD&MS Group require a suitably qualified and experienced citizen of Azerbaijan to fill the role of Cost Engineer. This role is responsible for ensuring effective management, control and reporting of committed project costs and forecasting of costs to completion in a consistent manner and in accordance with all relevant Company policies and procedures. The role will be based centrally in our Demirchi Tower office in Baku.

Key Responsibilities

• Work proactively with relevant Project Responsible Person (PRP) to ensure that commitments and costs are managed and controlled.
• Provide Cost Engineering service to the contract with responsibility for the accurate Cost Reporting of complete projects or individual elements within major projects
• Work proactively and meet with the client representatives
• Generate and maintain accurate cost reports in a format and frequency that provides clear visibility of the status of expenditure against budgets
• Produce regular cost reports as required by the Contract Agreement or Company requirements detailing CTR & CVO values, client approved PO values, billed to date, committed costs, forecast final costs, as a minimum
• Identify variances in project budget and in conjunction with PRP expediently implement corrective actions
• Regularly monitor man-hour expenditure versus budget and physical  progress, ensuring potential over-runs are identified and actioned in a timely manner
• In conjunction with the PRP, responsible for the management and expedient recovery of Work in Progress costs
• Maximise sales invoicing on an on-going basis
• Actively participate in project kick-off and progress meetings
• Review and commercially approve CTR’s / CVO’s and terms and conditions
• Review and approve client Purchase Orders / PD&MSA Contract Review sheets in accordance with contract requirements
• Evaluate outgoing RFQ’s, carry out bid evaluations and provide recommendation for subsequent Purchase Orders in conjunction with the PRP, for 3rd party services
• In conjunction with the PRP review and approve all Purchase invoices ensuring compliance with budget
• Liaise directly with Finance to ensure sales invoices are prepared & issued in a timely manner and resolve invoicing queries
• Provision of improvement proposals to streamline the invoicing / cost reporting process
• Work closely with Finance, Procurement, Planning and the Commercial teams
• Familiarisation with and full understanding of quality, safety and management systems.
• Ensuring compliance with relevant QA Health & Safety and Environmental Policies, where applicable
• Assisting with other general project related activities as requested from time to time, within expected capabilities and/or training.

Essential qualifications and experience

• A recognised diploma in Quantity Surveying, Business Studies or Business Management
• 3  Years’ experience in similar role
• Proficiency in use of MS Office: Word/Excel/Outlook and Adobe Acrobat
