Job title: H&S Manager (pipelines)
Main Role and Purpose:
• Maintain the effectiveness and continued development of Azfen JV Project H&S management system and provide required direction and support to its application at Project worksites
Accountabilities
• Maintain the Project H&S Plan which should reflect a commitment to achieve the highest possible international standards.
• Ensure that Project H&S targets and objectives are visible and that Project and Azfen JV H&S Policy and H&S Procedures are effectively implemented during project.
• Assist and advise the Project Manager, Heads of Departments in meeting the project H&S objectives.
• Ensure that all Heads of Departments are conversant with their obligations relating to H&S in accordance with both the Project H&S Plan and their individual H&S Responsibilities.
• Be aware of all current occupational Health and Safety Legislation, codes of practices and H&S procedures to be operated.
• Monitor compliance with the Project H&S Plan and relevant H&S procedures, arrange regular audits/inspections and prepare detailed reports of site performance. Copies of such reports and inspections will be sent to Azfen JV Corporate HSSE Manager, Project Manager and HODs.
• Establish a working relationship with Client H&S representative, and enlist services and facilities when required.
• Establish a working relationship with Heads of Departments and where appropriate consult with them on aspects of H&S.
• Ensure an adequate interface with local H&S enforcing authorities and local fire officers, to ensure compliance with all legislation and approved codes of practice.
• Ensure that all statutory reports are compiled and forwarded to the appropriate departments.
• In line with the Project H&S Plan and Audit Schedule, monitor the H&S performance of the Azfen JV during the tenure of the Project.
• Where appropriate identify, in conjunction with the Project Manager/Training Department, any necessary H&S Trainings, and if required assist the Training Department with the development of training programmes that meet the requirements of the project.
• Examine H&S trends and propose actions to prevent recurrence of incidents, accidents and near misses.
• Advise Project Management on legislation that may affect the contracted work.
• Liase with subcontractor counterparts and attend meetings as required.
• Establish and participate in regular H&S meetings with Project Management and other interested parties with respect to safe working by Azfen JV, Client and subcontractors engaged on the project.
• Organise the evaluation of potential hazards on new types of equipment or processes, and assist in the preparation and implementation of new policies and procedures.
• Manage the collation and analysis of accident, incident and near miss reports and other H&S information relating to Azfen JV employees and subcontractors on the project.
• Highlight H&S issues, make recommendations and/or issue instructions (based on reports, audits and accident analysis) that will be implemented in order to enhance H&S performance.
• Ensure the maintenance of the Site HSSE Induction scheme
• Identify suitable Azfen JV H&S personnel for further development, identify training requirements, and establish a development plan.
• Monitor and manage the site Medical Clinics, report on continuing performance, and compliance to agreed standards/procedures
• Monitor and manage the PTW system and assigned resources to ensure the continued effectiveness of the process and system.
Competencies required:
• A formal qualification in H&S (preferred);
• A minimum of five (5) years experience in a similar role in the oil and gas industry;
• Knowledge and experience of Fabrication and Construction related activities;
• Experience in Crisis & Emergency Management;
• Trained in Occupational and Industrial Hygiene;
• Trained and practiced in Incident Investigation and Root Cause Analysis; and
• Trained and experienced in Auditing.
