Cost Engineer

Responsibilities & Objectives:

• Develop and implement requirements for cost monitoring, recording and reporting;
• Carry out cost performance monitoring and trend analysis.  
• Assist in preparing cost data for project monthly reports and for senior SOCAR management;
• Assist in preparing cost estimates for proposals and contract negotiations;  
• Review project scope and work with Project team and others to coordinate project execution, meet deadlines and customer requirements;
• Follow the cost estimating life‐cycle in accordance with prescribed standards and procedures; 
• Establish quote priorities based on evaluation and analysis of overall risks and opportunities;
• Provide financial reporting, trending data to Project Team. Perform data analysis and evaluation;  
• Develop and/or revise cost and financial processes, procedures, work instructions

Academic/Experience Requirements:

• Bachelor’s Degree in Finance and Economics or other related field 
• Minimum of five years’ experience in cost engineering, cost estimating, planning, scheduling and other areas of project controls in an oil and gas environment, ideally in project execution  
• Well-developed functional knowledge of financial accounting
• Ability to communicate effectively and professionally with co‐workers, outside agencies, business partners, and consultants  
• Excellent verbal and written communication skills
• Ability to perform effectively in a team environment demonstrating; collaborative, cooperative, flexible, adaptable, respectful, and tactful personal characteristics.
• English speaking & proficient in the ability to produce quality written reports in English.
• Proficient in the use of MS Excel, MS Word, and MS PowerPoint.
