Role synopsis 

Azerbaijan Export Pipelines manages three pipelines; BTC, SCP and WREP. The environmental and compliance requirements of these are many and complex. They are set out in several project documents including ESIAs and the BTC Environmental and Social Action Plan as well as in national and international regulations and standards.

BP AGT Region operates in a transitional regulatory environment and faces the challenge of ensuring that it fulfills the HSE requirements contained in its Production Sharing Agreements (PSA), Host Government & Inter Government Agreements (HGA/IGA), Environmental and Social Impact Assessments (ESIA) and subsequent communications with the Government and NGOs, while at the same time maintaining an ability to respond to changes in HSE legislation and regulation.

Sucessful candidate for this role will support Azerbaijan Export Pipelines Operations:

• Ensuring that Regulatory Compliance has been embedded into day to day activities of Az Exp Pipelines and increase compliance culture amongst staff
• Ensuring that Environmental Compliance system and APS complies with OMS sub-element 7.1 and BP Environmental standards, and all applicable legislative requirements
• Provision of environmental support to operation team on site

Key accountabilities 

• Contribute to relevant BP Operating Management System including environment-related risk management, and regulatory compliance. Understand and drive Group and AGT Region Environmental Agenda/Programs in designated operations. Understand legal and Group Defined Practice (GDP) and Group Recommended Practice (GRP) environmental requirements and be able to interpret and effectively apply/communicate legal requirements at the site/asset level
• Work with the designated Compliance Advisor to support the AGTR Compliance agenda (task verification, task closer quality assurance, compliance culture (CTM training and compliance awareness)
• Implement/maintain an effective environmental management system (EMS) within the area of responsibility/influence in compliance with ISO14001 requirements;
• Understand and identify / regularly review environmental aspects of the facility and take necessary measures to manage/prevent risks and mitigate environmental impacts as appropriate; Review MS and ERA of contractors working at facilities and RVX
• Ensure that environmental Policies and Procedures and standing instructions related to environment aspects are kept up-to-date and implemented; Provide input to Tier 2 Procedures and other relevant documents. Maintain, develop and/or establish environmental documentation (waste management plan, monitoring plan, aspect & impact registers, environmental records etc)
• Enforce, supervise and control the implementation of company environmental policy through regular visits and inspections/audits and environmental awareness campaign, raise non-conformance/non-compliance reports and monitor improvement actions follow up.
• Provide all required environmental data in a timely manner for the preparation of internal and external environmental reports or performance analyses.
• Support the AGT Region audit and assurance programme:
- Support to ISO 14001 external certification audits
- Act as internal auditors for EMS audits, Compliance audits etc.
• Support and participate in environmental incident investigations, assist in the development of effective remedial actions to address root causes and track the effectiveness of actions over time
• Implement site/facility environmental monitoring programs as per AGT Region Env Monitoring Strategy and Programs

Essential Education 

• Bachelor Degree in Engineering, Science or Environmental Science

Essential experience and job requirements 

• Minimum 2 years of experience in the Environmental Field, especially within the Oil & Gas (direct or indirect)
• Strong communication and team work skills
• Strong technical and analytical skills regarding Environmental Impacts Assessment and Management
• Work experience in multinational organization
• Fluency in English and Azerbaijani languages

• Ability to provide innovative and effective solutions to complex business issues
• Willing to take the lead, self motivated and high performer who works well in a team environment
• Thorough knowledge of current industry HSE practices
• Proven influencing skills

Desirable criteria & qualifications 

• MSc in oceanography with an emphasis on environmental toxicology
• Performance Bias - Bias for action; does things before being asked to or forced to by events - Skillful Application
• Partnership and Teamwork - Demonstrated track record in building networks to enhance effectiveness and share knowledge
• Knowledge and experience implementing BP HSE Policies, Standards, Practices and Guidelines
• Knowledge and experience of using Environmental Management Systems (EMS)
• Innovation - Demonstrates openness to new ideas
• Able to anticipate/avoid opportunities/threats and adapt plans accordingly
• Self-driven with a strong practical focus
