AMEC is a major Engineering and Construction Company involved in Oil and Gas Projects in Azerbaijan is looking for Subcontracts Engineer (National)

The successful candidates should have:

• At least 5 years relevant experience in the same or a similar industry
• To have the capability to source and procure work and services in a professional and ethical manner.
• Must be able to communicate well in both written and spoken mediums;
• Ability to work well with others and provide support and assistance to cover peak work loads;
• To have a flexible approach to duties especially during busy periods and provide role overlap;
• Capability to work as part of a team providing support to others ;
• Ability to provide support, guidance and mentoring to national staff;
• Able to work under own initiative ;

The successful candidate will be responsible for carrying out the following activities:

• Procure subcontractors or consultants for any work or services required as part of the scope of the ECMS contract which cannot be carried out in-house by AMEC or alternatively can be carried out more economically by others;
• Issue RFQ / ITT / Enquiries to International and Local subcontractors and consultants in compliance with the appropriate processes and procedures, subsequently undertaking professional and ethical tender bid evaluations;
• Negotiate and co-ordinate bid evaluations and clarifications through to award stage;
• Place subcontracts in line with planned commitment dates;
• Ensure appropriate AMEC terms and conditions including those of the main contract are applied to subcontracts of all work and services
• Ensure all work and services awarded comply with HSSE regulations and standards
• Ensure all work and services awarded comply with appropriate Specifications and Standards;
• Ensure subcontractors meet their contractual obligations including meeting delivery dates;
• Provide commercial administration of all subcontracts for work and services including valuation of progress payments and any variations;
• Undertake Invoice verification of procured goods and services
• Provide subcontracting and cost reports as required;
• Administer subcontracts in respect of approving variations orders and minimising the impact of potential claims;
• Perform subcontract close-out and archiving.
• Administer contract KPI’s
• Management of the contract PAAF’s and PAAF register within the project.
• Manage and administer intercompany contracts/agreements
• Actively support the company nationalisation programme and manage the development of local staff under immediate supervision or within their department.
