Summary:

The Health and Safety Lead Engineer will be responsible for overseeing, implementing, and continuously improving health and safety standards and protocols within the oil refinery. This role involves developing, managing, and ensuring compliance with safety procedures, protocols, and regulatory requirements to create a safe working environment for all employees and contractors.

Responsibilities:

  • Develop, implement, and update safety strategies, policies, and procedures to ensure compliance with industry regulations and best practices;
  • Conduct regular risk assessments and hazard analyses to identify potential safety issues and develop strategies to mitigate risks across all refinery operations;
  • Organize and conduct safety training programs for employees, contractors, and visitors to promote safety awareness and ensure adherence to safety protocols;
  • Stay abreast of health and safety regulations, codes, and standards applicable to the oil refinery industry. Ensure compliance and adapt policies accordingly;
  • Develop and oversee emergency response plans and procedures, including drills and exercises, to ensure the refinery's preparedness for potential emergencies;
  • Collaborate with cross-functional teams, management, regulatory agencies, and external stakeholders to promote a culture of safety and communicate safety-related information effectively;
  • Implement continuous improvement initiatives to enhance safety processes, technologies, and practices within the refinery;
  • To participate in the organization of the activities of the relevant department and the division of work;
  • Ensuring healthy and safe working conditions in the factory territory and participating in the organization of control over dangerous and harmful production factors;
  • To participate in the preparation of relevant reports in the direction of ensuring healthy and safe working conditions and controlling dangerous and harmful production factors in the factory territory;
  • To participate in the planning and implementation of work on health protection and labor protection;
  • To participate in the implementation of control measures implemented for the purpose of managing hazards during work processes in production areas;
  • Analyzing the information necessary for labor safety, using statistical methods to realize the set goals, and presenting the results to the head of the department in the form of a report;
  • To participate in ensuring control of the organization and implementation of work in the fields of health protection and labor protection by contractor or subcontractor organizations providing services in the production areas under the SDM;
  • Participate in the organization of obtaining and analyzing relevant information from contractor and subcontractor organizations on health and working conditions;
  • To participate in ensuring the organization of control over the implementation of measures aimed at reducing the level of relevant risks assessed, taking into account the working conditions;
  • It is within the authority of the department to participate in the investigation of relevant events and to submit information and reports to the head of the department regarding the results of the investigation;
  • Within the scope of the department's powers, to participate in the organization of regular monitoring of the compliance of the staff of the SDM and the staff of contractor/subcontractor organizations with the national legislation on labor protection, rules and norms, and the requirements of internal normative documents of the plant;
  • Within the scope of the department's powers, to organize the preparation of relevant complex plans aimed at improving the working conditions for labor protection in workplaces and to submit them to the head of the department.

Requirements:

  • Bachelor’s degree in engineering (preferably in Health and Safety, Chemical, Mechanical, or Industrial Engineering) or related field;
  • Minimum 10 years of experience in health and safety management within the oil and gas industry;
  • Good English language skills;
  • Microsoft Office knowledge;
  • Relevant professional certifications in health and safety (e.g., CSP, CHST, NEBOSH);
  • Strong understanding of refinery operations and associated safety risks;
  • Proficiency in regulatory requirements and best practices related to occupational health and safety;
  • Strong leadership, communication, and interpersonal skills with the ability to influence and engage stakeholders at all levels;
  • Ability to work in a high-pressure environment and manage multiple priorities effectively.
