Job description

Reporting to Director, Transport (TRA)

Purpose 

The  Administrative Specialist will support the TRA Director in all administrative endeavours and assist in the daily running of the Transport Directorate.

Key accountabilities 

• Assists Transport Director, coordinates daily schedule, facilitates meetings, keeps minutes, and follows up.
• Assists the TRA directorate with implementing TRA strategy by monitoring progress of projects and fulfilment of various TRA Directorate’s  aims and objectives.
• Coordinates the employee lifecycle process, such as new starters, induction and probation, changes and leaver processes.
• Advises FA managers on recruitment and selection issues, including the development of job descriptions, personnel specifications, the grading process, assessment tools and the selection process ensuring best practice.
• Ensures the outsourced HR Services partner is providing an excellent service to candidates throughout the recruitment process.
• In collaboration with the TRA Director, assist in the development, implementation and communication of policies and procedures. Advise FA managers and staff on their interpretation and application.
• Liaises with HR for preparation of necessary HR documentation, which may include that required by Azerbaijani Labour Legislation to support hire and leave, vacation or sickness, travel & absenteeism, position change, reward and warning, compensation and benefits processes.

Knowledge, experience and qualifications required 

• Graduate with 3 years post-graduation experience.
• Experience of working in a mid-level generalist administrative role.
• A proven track record of providing high quality support and advice across the employee lifecycle including the interpretation and application of policy.
• Experience of recruitment and selection (including online recruitment).
• Very good interpersonal, written English and spoken English communication skills.
• Ability to communicate effectively and sensitively and establish effective working relationships at all levels of the organization.
