TERMS OF REFERENCE

EXECUTIVE DIRECTOR

The Social Services Initiative (SSI) is seeking a motivated and skilled individual to manage and lead its operations, staff, assets and programs. SSI is a legally registered non-governmental organization based in Baku, Azerbaijan. It advocates for the promotion of the human rights of persons with disabilities, including with intellectual disabilities and mental problems and the development of community-based services for them. SSI has been working with both government and non-governmental partners to develop and pilot mechanisms that advance the social inclusion of children with intellectual disabilities, improve the capacity of community-based service agencies and increase the quality and scope of government social welfare services. SSI actively collaborates with the relevant ministries in the implementation of the State Program on Deinstitutionalization and Alternative Care, which aims to close long-term residential child institutions and develop community-based alternatives to them.

Scope of the position:

The Executive Director is responsible for the effective management and delivery of SSI’s programs and projects and for the administration of the organization’s operations. S/he leads a multi-disciplinary team of both professional and administrative staff and acts as the main point of contact for the organization, its programs and other activities with the Government of Azerbaijan and other key stakeholders. In consultation and agreement with the Board of Directors of SSI, the Executive Director is responsible for defining program strategy, advocating for this strategy within the relevant government ministries and donor agencies, directing the program teams, and managing critical relations with key stakeholders. S/hehas direct programmatic, managerial, and fiscal responsibility for the organization. The Executive Director directly reports to the Board of Directors of the organization.

Specific Responsibilities:

Programmatic

Directly leads the development, successful implementation, and monitoring of operations with support from the Board of Directors, program staff, partnering ministries and other stakeholders;
Oversees and manages the performance of all operations and ensures that programs achieve their intended goals and objectives through direct engagement with the activities and managerial support; 
Builds and implements coordination and communication between and among the project teams in order to ensure effective and efficient delivery of SSI’s strategy;
Organizes technical assistance to the relevant partners on the identification of needs and the effective delivery of the technical assistance.

Advocacy

Builds and maintains strategic relationships and partnerships with national and international organizations and individuals, in order to extend the organization’s sphere of influence, strengthen existing relationships and achieve programmatic objectives;
Proactively engages with partners and donor community to ensure fundraising activities are ongoing in order to bring financial sustainability to the activities of the organization.
Proactively advocates for the implementation of strategies with the Ministry of Education, the Ministry of Labor and Social Protection, UNICEF Azerbaijan and other relevant government agencies;
Works with other local non-governmental organizations as stakeholders in the reform process;
Proactively communicates with all stakeholders in all matters relating to the implementation of the program strategy and activities both actual and planned;
Travels as necessary throughout the country to assist the design, implementation, and supervision of project interventions.

Financial Management and Administration

Advances effective and efficient use of financial/budgetary resources in close collaboration with local finance personnel;
Designs and oversees all human resources functions including recruitment, training, promotion, compensation and others with the support of line managers and relevant administrative staff;
Empowers the project teams to ensure effective collaboration, coordination, teamwork, responsiveness, and collegiality within and among program activities; identifies staff needs and designs necessary strategies (training, capacity building, etc.) to meet such needs;
Designs and oversees the implementation of planned Monitoring & Evaluation activities to achieve program goals and objectives;
Bears full financial/fiscal responsibility for the organization and ensures proper financial reporting to the Board of Directors.

Required Qualifications

A university degree preferably in human rights, public policy, public administration, or related social science fields;
3-5 years of experience managing multi-stakeholder projects; experience in leading a strong non-governmental organization is an asset;
Strong grant-writing skills and fundraising abilities are important asset;
Experience in social reform projects;
Good command of the Azerbaijan and English languages (written and oral); knowledge of other languages is an asset;
Good writing, editing, and organizational skills;
Computer proficiency;
