EXTERNAL RELATIONS CONSULTANT

Azerbaijan Resident Mission of Asian Development Bank (AZRM) seeks qualified individual consultant to perform external relations activities for the Resident Mission.

The main objective of the assignment is to build and maintain ADB’s profile in Azerbaijan, coordinate external relations activities in the Resident Mission and plan and coordinate outreach programs.

The selection will be based on qualification and experience stipulated below:

i) Applicants should minimum have a bachelor’s degree in communication, journalism, public relations, economics, political science and/or other related fields with minimum 5 years of relevant work experience. Advanced degree in related fields will be an advantage;

ii) Applicants should demonstrate excellent written and oral communication skills in English and Azerbaijani. and strong computer skills especially in the use of MS Word, Excel, Power Point, with sound knowledge of common word-processing, spreadsheets, and graphics software;

ii)  Strong interpersonal competence and supervisory skills; ability to work independently; familiarity with local languages and agencies; experience with corporate communications and mass media.

Interested consultants must provide information (CV, description of similar assignment, experience in similar tasks, demonstration of appropriate skills) indicating that they are qualified to perform the required services.

The assignment will start on 1 May 2013 and end on 30 April 2014.

The consultant will perform following tasks, as required.

• Establish relationships with a wide variety of public and private groups, including media, civil society organizations (CSOs), academic society, and government officials.
• Manage relations with international and national media in the country. Ensure local and international media in the country are provided access to ADB representatives and updated through press conferences, press statements, media briefings of relevant ADB activities and events. Ensure wide dissemination of relevant news releases issued by ADB’s Department of External Relations (DER).
• Prepare AZRM operations update to be published in ADB Today and CWRD Today.
• Conduct regular meetings with media and CSOs; update them with ADB activities; and gather feedback from them about ADB operations in the country.
• Prepare and implement innovative outreach programs. Arrange Media outreach events
• Monitor on a daily basis local, national, and international news in English and local language for coverage if issues of interest to ADB.
• Disseminate a regular press clippings review and brief analysis/ identification of trends to CWRD.
• Supports DER in disseminating ADB activities in the country such as press tours, book launches, conferences, seminars, and policy review meetings. Liaises with DER in the development of country specific information and products and their dissemination.
• Develop a suitable information system of complaints received from stakeholders and accordingly provide early warning to concerned parties. Ensure that ADB’s Public Communication Policy is followed.
• Acquisition of ADB and other related publications for AZRM’s library and public information center. Maintain AZRM library and information resources, promote and manage the use of the public information resources.
• Assist in upgrade and regular update of ADB AZRM website.
• Arrange dissemination of ADB publications among stockholders, academia, and CSOs.
• Prepare and maintain database of CSOs government agencies, and funding agencies.
• Assist in development of AZRM Photo Library Archive.
• Prepare AZRM Newsletters in consultation with AZRM management..
• Translate daily correspondence and short documentation from local language to English and vice versa for AZRM staff official work.
• Interpret for AZRM seminars, meetings, and interviews upon request by Resident Representative.
