Statement of Work for Consultancy
 
Period of performance: October 15, 2012 – August 15, 2013
 
Background
Azerbaijan Strengthening Health Systems through Integrated Programs (AZ SHIP) is a two-year USAID-funded project. The AZ SHIP team is led by Abt Associates with partners Save the Children and Assistance to Healthcare Development (AHD). AZ SHIP builds on and expands the work of USAID’s Primary Health Care Strengthening (PHCS) Project, with an eye towards institutionalization of project activities to the maximum extent possible.
AZ SHIP is designed to contribute to the USAID/Azerbaijan Mission’s development objective of increased access to quality health care and social assistance through strengthened practices and systems. The project will accomplish this through four components:
1. Strengthen governance capacity of the Ministry of Health (MOH) to direct and implement health reform initiatives;
2. Improve mobilization, allocation, and use of health care resources;
3. Improve quality of health care services; and
4. Empower individuals and communities to exercise their health care rights and responsibilities.

Objectives
The objective of this consultancy is to provide technical expertise to the AZ SHIP project and Azerbaijani counterparts in managing introduction of the e-TB Manager software system at the MOH in Azerbaijan, including liaising with international programmers so they can adapt software to local context and needs, and training delegated Azeri staff to take over use and routine maintenance and upgrading of the system. 

Activities
The consultant will work closely with AZ SHIP team and report to the Senior TB Adviser, and will be responsible for the following activities:
• Work with MoH and Ministry of Justice (MoJ) to assess requirements and translate them into technical specifications to be implemented
• Prepare tasks for international programmers (Management Sciences for Health staff/consultants who initially developed the software) to upgrade the e-TB Manager software based on MOH and MOJ requirements and specifications, and request specific upgrades with programmers to ensure they are implemented
• Introduce new modules of the software (including laboratory and drug management blocks), understand and adapt them to local reporting requirements and paper flow, and ensure they are functioning correctly
• Integrate WHO reporting requirements/forms, Global Fund indicators, and Electronic Integrated Disease Surveillance System (EIDSS) into e-TB Manager software to reduce paperwork and streamline TB recording, reporting, and analysis
• Review implementation and test the implemented enhancements, provide further recommendations for improvements to MOH, MOJ, and international programmers
• Provide recommendations to improve efficiency of the data entry process and overall effectiveness of the e-TB Manager system
• Review and update related documentation and procedures in Russian, develop new system administrator  guide, developer handbook, and user guidelines
• Facilitate first-line support for users, assist in trainings for local staff in use of new solutions and enhancements
• Process feedback, collect information to analyze and evaluate existing and proposed modules and procedures
• Prepare reports and statistics at special requests, presenting deliverables to MoH and MoJ and building local capacity to prepare similar reports in the future
• Provide assistance in development of computer-assisted analysis tools and techniques using data from the e-TB Manager system
 
Required Qualifications:
•         Experience developing technical specifications for software design/revision and accompanying hardware requirements
•         Experience developing reference manuals and user guidelines and building local capacity to implement software system and provide routine maintenance and upgrades
•         Experience implementing national TB health information systems in compliance with international best practices
•         Knowledge of global and post-Soviet TB/infectious disease recording and reporting systems
•         Fluency in Russian and English in order to liaise effectively between local counterparts and beneficiaries in Azerbaijan and English-speaking international programmers
