The Global Projects Organisation (GPO) is accountable for the line delivery of Upstream's global portfolio of over 45 major projects. GPO has 4 key roles: .
- Integration, with overall accountability for FM delivery from the beginning of project appraisal to first production, .
- Optimisation, with a focus on selecting the right development concepts, leveraging standardization, segment scale and learning, .
- Execution, continuously improving efficiency with rigorous performance management,
- Advice, to inform segment portfolio decisions.

Significant value is created in the front end of projects where we optimize the development concept with multi-disciplinary input, and a standardized model will ensure that we performance manage the developments to ensure that we continuously improve. .

The goal of the GPO is to deliver sustainable efficiency improvement, close the learning loop with Operations, and to deliver functional performance into GPO Projects.
Role synopsis Support OF HSE Lead and Topsides Delivery Manager to provide HSE assurance and work with the contractor to deliver HSE Execution expectations at the fabrication site

Key accountabilities

• Manage and plan the daily activities of the Deck site HSE team by setting clear roles, responsibilities and accountabilities.
• Monitor the progress of the site HSE team in meeting their objectives. Report progress to the OF HSE Lead
• Work with the contractor HSE organisation to ensure that the risk management process is effectively implemented at site supervision level.
• Take ownership of the construction hazards Risk Recovery Plans
• Act as the primary HSE interface between the AIOC HSE site team and the equivalent Contractor organisation.
• Monitor the Contractors HSE performance and intervene where necessary to ensure compliance with HSE expectations.
• Work with the Contractor to analyse HSE statistics, identify trends and develop HSE strategies to prevent incidents.
• Ensure that there is an AIOC team member on each of the contractor’s HSE audits.
• Track HSE related actions from audits, inspections, safety observations and risk assessments to completion.
• Facilitate weekly AIOC safety meetings.
• Where required attend Task Risk Assessments.
• Assume AIOC Liaison role in Emergency Management.
• Coach PMT on key deliverables – Effective Safety Leadership; Safety Observation Conversations; Behavioural Observation Safety System; Risk Assess It, Talk It, Check It.
• Provide root cause specialist advice on incident investigations.
• Participate in weekly and monthly Company / Contractor Safety Meeting
• Deliver HSE statistics and analysis at PMT team meetings.
• Hold daily HSE team briefings and conduct monthly HSE awareness presentation agreed with OF HSE lead
• Develop a monthly 30 day look-ahead plan based on upcoming activities and agree with OF HSE Lead.
• Deputise for the OF HSE Lead when required

Essential Education

• Bachelor’s degree in relevant field or equivalent qualifications

Essential experience and job requirements

• Minimum of 5 years experience in HSE field in the Oil and Gas industry
• Knowledge and experience on conducting HSE audits.
• Incident Investigation and Root cause Specialist

Other essential skills and knowledge

• Knowledge and experience on Fabrication related activities
• Experience in Crisis & Emergency Management.
• Competent in both written and verbal communication in Azerbaijani and English languages.
• Computer literate in MS Word, MS Excel and MS Power-point
