EU funded “Ensuring readiness of teachers for inclusive education” project is seeking to recruit short-term National Advocacy Consultant.

Background

Regional Development Public Union together with “Local Governance Assistance” Public Union and “Research of Social Rights” Public Union is implementing “Ensuring readiness of teachers for inclusive education” project in the framework of “Modernizing the Education System in Azerbaijan through the Involvement of Civil Society and the Introduction of Inclusive Education” Program funded by the European Union. The main objective of the project is to improve teaching capacity and management, pedagogical resources and policies for an inclusive education system in 6 regions of Azerbaijan (Baku, Sheki, Aghjabadi, Guba, Shamakhi, Jalilabad).

In order to strengthen an enabling environment in Azerbaijan, for the provision of inclusive education services with the focus on children with disabilities, and to address weak legislation and policy in the area of inclusive education, RDPU has initiated revision and improvement of existing policies and legislative frameworks in order to increase the equitable access of children with disabilities to mainstream education. As an initial step, RDPU has facilitated a comprehensive policy review in inclusive education in order analyse existing legislative and policy documents, programs and conceptual frameworks with the focus on principles of inclusive education and General Comment No.4 (2016) to the CRPD Article 24 on Right to Inclusive Education.

Scope of work

The tasks associated with this activity will work towards developing an advocacy plan that aims at enhancing local understanding of legal basis of inclusive education as outlined in CRPD.

In close coordination with the Project Director and the project team, the expert will perform the following tasks:

1) Identify the crucial players in terms of power, influence and level of interest;
2) examine the levels of involvement and interest in inclusive education among main beneficiaries;
3) Design an advocacy plan, along with monitoring and evaluation measures and tools for advocacy in relation to policy review based on CRPD principles.

The selected expert will report to the Project Director. All deliverables are to be submitted to the Project Director as agreed per contract and as a condition for completion of assignment.

Start date and period of implementation

The above-mentioned tasks shall be accomplished within 30 working days between 1 February 2020 – 30 April 2020.

Required qualifications:

• At least a Master degree in social sciences, law, public policy, public affairs or any relevant major related to the assignment
• A minimum of 5 years of experience in supporting capacity development, training and learning in advocacy and campaigning
• A minimum of 5 years of general professional experience working on relevant disability issues, institutional development, and working with government institutions (ministries and public institutions)
• Excellent analytical and reporting skills
• Excellent writing skills
• Excellent communication and facilitation skills
• Fluency in Azeri and English both in writing and speaking
• A minimum of 5 years of experience in stakeholders mapping, advocacy, policy, strategic management, and needs assessment
