Job Title: “HR and Payroll Specialist

TWI in Azerbaijan is providing Inspection and NDT Services (3rd party Inspection), Consultancy services of Material, Corrosion Engineering, Research and Consultancy, Failure investigation, Structural Integrity assessment, Welding Engineering, Engineering Facilities (Procurement) WPS & PQR, WQT and international training & Certification (www.twi-global.com).

Key accountabilities:

• Supervise staff and provide HR support to Operations Division
• Responsible for employment process from hiring to redundancy
• Work closely with HR Manager on succession planning activities and budgets preparation
• Maintain electronic timekeeping system
• Review and ensure accuracy of approved timesheets
• Assist in coordination efforts between payroll and human resources, finance and other departments to ensure proper flow and maintenance of employee data (including preparation/distribution of detailed reports, e.g. overtime, leave balances, head count, and retirement contribution reports)
• Review and ensure accuracy of approved advances, travel and overtime claims, track and deduct all garnishments, advances and other special payroll deductions
• Assist in coordination efforts between payroll, human resources, budget and other departments to ensure proper flow and maintenance of employee data (including preparation/distribution of detailed reports, e.g. overtime, leave balances, head count, and retirement contribution reports)
• Preparation of payroll reports
• Regularly provides direction and guidance to Team Members regarding company policies. Acts as a mediator between Team Members and management on conflict resolution and/or Team Member relations matters.
• Supervises and directs the activities of the human resources Clerical and maintenance Team Members.
• Administers all personnel paperwork, including completing and processing new hire paperwork, hourly wage increases, hourly promotions, terminations, worker's compensation and unemployment claims.
• Handles Team Member’s confidential information with privacy and care.
• Joiners and Leavers Issues (Induction, Setting up personnel files, New employees placement, database registration) and monthly preparation of Turnover.
• To perform cross functional tasks such as participating to surveys, business excellence projects, company activities etc.
• To act in accordance with the company rules and regulations
• To develop and maintain a positive employee relations environment and ensure uniform and consistent application of organization policies and procedures
• To provide effective HR partnerships required to deliver a comprehensive value-add service line.
• To support corporate communications with regard to all aspects of  the Human Resources strategy.
• Electronic Signature, ASAN Imza Services-Making appropriate changes in a timely manner
• Order of salary cards, collection/distribution and cancellation
• Preparation of payroll reports

Required skills/experience:

- University Degree
- Minimum 5 years practical experience in HR and Payroll administration
- Good knowledge of Labor code and employment related laws and Tax Code
- Excellent skills using MS Word, Excel and 1C
- Fluent in Azerbaijani and English, Russian language is preferred
- High level of attention to detail and accuracy
- Ability to maintain confidentiality and exercise extreme discretion
- Strong interpersonal skills, time management, prioritization, and multi-tasking skills required.
- Good Knowledge of Labour Code and Labour legislation of Azerbaijan Republic
- Ability to adapt to changing demands and priorities
- Knowledge of languages (Azerbaijani, English, Russian)
