The Sosial Fund for Development of İDPs  (SFDİ) of the Republic of Azerbaijan, an implementing agency under the Additional Financing for “İDPs Living Standards and Livelihoods Project” financed by the İnternational Bank for Reconstruction and Development and the Government of Azerbaijan, announces the following vacancy:

Impact Evaluation Field Coordinator

Requirements and Qualifications:

Education:

• Master’s degree in economics or a related field such as political science, international relations or public policy, with strong training in econometrics, microeconomics, and development economics;

Experience and Knowledge:

• Work experience managing impact evaluations of aid and development interventions in low-income countries;
• Ability to work independently and as part of a team;
• Ability to work in very challenging and volatile settings, including organizing own transportation and field lodging in remote rural areas;
• Well organized, detail-oriented, and able to prioritize and manage multiple tasks simultaneously with minimal supervision;
• Experience in providing research assistance and record of strong performance;
• Demonstrated ability to coordinate multiple teams of people, organizations, and activities concurrently;
• Willingness to undertake regular and extended field visits and interact with different stakeholders;

Other necessary skills:

• Strong oral and written communication skills in English.
• Experience in Azerbaijan and fluency in Azeri.
• Experience in the analysis of quantitative survey data and strong Stata/SPSS skills.

Preferred:

• At least two years of relevant work experience in the field.
• Previous experience with:
o Designing original data collection protocols and large multi-topic survey instruments.
o Panel survey data collection.
o Paper and/or electronic data collection management.
o Electronic data collection software.
o Geospatial data collection.
o Randomized impact evaluations.
o Field experience and proficiency in languages spoken in Azerbaijan 
• Work experience in other countries in the region.

Consultants will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (July 2014).
