The Sosial Fund for Development of İDPs  (SFDI) of the Republic of Azerbaijan,an implementing agency under the Additional Financing for “İDPs Living Standards and Livelihoods Project” financed by the İnternational Bank for Reconstruction and Development and the Government of Azerbaijan, announces the following vacancy:

Manager Assistant for Technical Supervision of the Implementation of Micro-projects

The Main Duties:

• Study drawings, specifications and other project documents;
• Carry out daily works with the local and regional technical supervisors and report to the CCR Manager about the appeared problems;
• Receive certificates about the implemented works submitted by the contractors and check them thoroughly;
• Record implemented works and defects;
• Collect hidden works certificate, supervise their proper implementation;
• Supervise construction materials produced in local workshops;
• Check and collect quality certificates of the materials and equipment used by the contracts in the implemented works;
• Supervise implementation of the construction works within the period stated in the contract;
• Receive and review reports submitted by the local and regional supervisors;
• Organize hand-over of the projects;
• Carry out regular supervision within the guarantee period identified for each project facility;
• Take part in preparation of monthly, quarterly and other required reports;

Requirement and Qualifications:

Education
• University / master degree in the area of civil engineering or closely related field;

Experience and Knowledge
• At least 5 years of professional progressively responsible experience in construction and/or building design, particularly in planning and supervision of construction sites or projects;
• Good knowledge of national construction norms and standards on community basic infrastructure and national building legislation is required;
• Practical experience of working in implementing rural infrastructure development projects will be a strong advantage;
• At least 3 years of working with IDP people would be strongly recommended;

Other skills
• Fluency in Azeri and Russian;
• Excellent computer skills (MS Windows, MS Excel, Word);
• Well-developed interpersonal skills and ability to work with both contractors, local authorities and vulnerable community members;
• Well-developed planning and managerial skills;
• End result oriented and ability to work in pressing conditions when needed;

Work Conditions:
The Manager Assistant for Technical Supervision of the Implementation of Micro-projects should be ready for frequent business trips.

Consultants will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (July 2014).
